- This is a sources sought notice with requests for information from industry. There is now solicitation and there is no guarantee that a contract will be issued. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is conducting market research to determine the capabilities and business sizes of manufactures of replace guy-wires, as described in the attached draft specification sheet. The specification sheet has embedded questions that the author would like answered. The specification sheet also references available drawings of towers, but for security purposes; those drawings will need to be requested individually from Dr. Robert Zueck via email at robert.zueck@navy.mil NAVFAC EXWC Acquisitions (ACQ) envisions awarding a fixed price requirements (single award) contract with economic price adjustments. The ordering period would be 60 months (5 years) and would have a total capacity of $45M (based upon the amount of funding that will be available during that period). Award would be anticipated to be in October 2017. Answers to ACQ questions are appreciated. 1.Does a single award contract, vice a multiple award contract, provide better pricing because of a more guaranteed revenue stream (or other reasons)? 2.Is a fixed-price contract with economic price adjustments (EPA) the best vehicle? a.What cost elements should be subject to the EPA? b.How often should adjustments be made (monthly, quarterly, etc) c.What index(es) should be used for EPA(s)? 3.Would a site visit to Cutler be of any value, if a solicitation was issued? 4.Any other comments, references to previous (preferably Government) contracts that are examples of how to do it right are welcome. When providing responses, please include your capabilities statement regarding the ability to manufacture the required product, and please include your business size. (The size standard for the NAICS 314994 is 1000 employees).
