- Description
- The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), intends to enter into a firm fixed price contract on the basis of other than full and open competition for contractor services in support of the Cerner Millennium PathNet Laboratory Information Management System (LIMS) Alpha Sustainment upgrade from the Cerner Millennium 2010 software version to Cerner Millennium 2015 software version or the most current version at time of award. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) part 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The estimated date of award for this action is January 6, 2017. The period of performance is 190 days from date of award, plus one optional task to provide extended warranty support for 60 days. Commercial acquisition procedures will be used. The primary North American Industry Classification System (NAICS) is 541512 and size standard is $27.5M. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
