Description
Revised SS J&A Revised Notice of Intent to Issue Sole Source Purchase Order to IHS Global PR #21-17-G37PWM001 The Coast Guard Command, Control, Communications, and Information Technology Service Center (C4IT SC) Procurement and Contracting Organization, in support of the Coast Guard Operations Systems Center (OSC), intends to award a sole source, firm fixed price purchase order to IHS Global to purchase Sea-Web subscription with support and maintenance. IHS Global software, support and maintenance services are proprietary. In accordance with Federal Register/Vol. 68, No. 126 (DEPARTMENT OF HOMELAND SECURITY, Coast Guard, 33 CFR Parts 104, 160, and 165, and 46 CFR Parts 2, 31, 71, 91, 115, 126, and 176) the Coast Guard harmonized U.S. regulations with the maritime security measures adopted by the International Maritime Organization (IMO) in December 2002. This harmonization includes the requirement for IMO Identification Numbers which are issued by IHS Maritime & Trade (Part of IHS Global) on behalf of IMO. Other information resellers cannot meet the same criteria due to the latency of the information they provide. The USCG mission for processing electronic Notices of Arrival and Departure (eNOA/Ds) are time-sensitive, and require the Maritime Representatives at OSC to have the most current information available to them when a vessel files their NOAD. No other known database exists that integrates directly with the Coast Guard's EGIS System. THIS IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least seven (7) days after the initial publication of this posting, the purchase order will be awarded without further notice.
