- A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) pursuant to the authority of 41 U.S.C. 253(c)(2), FAR 6.302-2 Unusual and Compelling Urgency. On the early morning hours of Wednesday, November 23 2016, a fire erupted in the Great Smoky Mountains NP at the summit near Chimney Tops. By the evening of November 28th the fire had spread throughout the park and into the town of Gatlinburg TN, burning a mass amount of property and vegetation in its wake. Upon an engineering assessment by NPS key leadership, it was determined that GRSM does not have the equipment or appropriate resources to seed and stabilize surrounding areas of unstable slopes and embankments near park roadways. After completing an initial landscape engineering assessment determined that park resources were inadequate to safely and timely address recovery effort and that contracted resources was the best approach. Due the high risk of injury to the public and government employees, it was determined that seasoned contracted support was the best and only course of action to ensure recovery effort was completed successfully. The National Park Service, GRSM Contracting Office, proposes to enter into a contract on a basis of other than full and open competition in support of Chimney Tops II wild fire recovery operations with: Charles Blalock & Sons, 409 Robert Henderson RD Sevierville TN 37862-1866 The North American Industry Classification System (NAICS) code for this requirement is 238910 - SITE PREPARATION CONTRACTORS. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Friday, December 23, 2016 10:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: ryan_pike@nps.gov. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet and resell these items to the government. Once area is stabilized and covered, there will be a reassessment by Government leadership to determine if there is a contracted requirement for a phase 2 operations. Should a phase 2 be required and contracted resources necessary, commercial acquisitions procedures will be adhered to in accordance with the Federal Acquisition Regulations. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
