- Performance Work Statement for Common Organizational Level Tester (COLT) Test Unit (CTS) RFI for the Common Organizational Level Tester (COLT) Test Unit (CTS) The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the CTS. The CTS is only used by the B-2 and F-22 aircraft. It performs fault isolation on the unit under Test (UUT) by providing power, control, stimulus, measurement, communication, Input/Output (I/O), switching, and signal loading. It is powered by aircraft power or external power sources.
