- NOTICE OF INTENT TO SOLE SOURCE: The Centers of Disease Control and Prevention (CDC) intends to award, on a sole source basis, a modification to increase the scope of contract 200-2015-87977, which was awarded to the Plowshare Group on 9/29/2015, using full and open competitive procedures, in support of the CDC's Office on Smoking and Health's National Tobacco Education Campaign. With this modification USG intends to expand or increase the Tips From Former Smokers campaign's media placement in order to extend the campaign's reach. Over the last 15 months, the Plowshare Group has developed the media buy strategy for the 2016 and 2017 Tips campaign and their past efforts have ensured that around 80% of the campaign's target audiences have been reached multiple times through the media buy. It is imperative for CDC to award the extension of the media campaign's media buy to Plowshare to ensure the most cost-effective mix of local, regional, and national media buys to reach the greatest percentage of the population. It is for this reason that CDC believes that Plowshare is the only source capable of accomplishing the media expansion in a seamless manner in order to ensure continuity of the current campaign path without interruptions or delays. As a result, USG intends to negotiate this requirement under the authority of FAR 6.302-1 It is USG's belief that only one responsible source exists and no other product or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of USG. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses must be received by 2:00 PM EST on January 3, 2017. All responses must be in writing and can be sent via email to afx2@cdc.gov. No phone calls will be accepted.
