- Notice of Intent (NOI) to Award Requisition No. W56KGU-16-R-3089 The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Space & Terrestrial Communications Directorate (S&TCD) intends to award a sole source contract for Enhanced Cellular Communications Technology with Applied Communications Sciences (ACS), 150 Mount Airy Rd. Basking Ridge, NJ 07920. The Contractor shall provide services for Research and Development (R&D) expertise in the area of networking, commercial wireless communications, and security. GENERAL INFORMATION: This is a non-personnel services contract to provide Enhanced Cellular Communications Technology. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. SCOPE OF WORK: Technical expertise in Wireless Technology (R&D). Services include but not limited to: R&D expertise in the following areas: wireless technologies, including but not limited to: Cellular 3G, 4G LTE, WiFi, UWB, mmWave, etc. Networking: network architecture, Self-aware, healing, organizing Networking, interference mitigation and cancellation, MIMO, and security (CSfC, GOTs, etc.). The Contractor shall complete the effort to harden and enhance the technology capabilities developed under MACE for transition to constituent PMs. This action will result in a Cost-Plus-Fixed-Fee (CPFF) contract for thirty-six (36) months (12 month Base period and two (2) twelve (12) month Option period). Period of performance shall be (approximately February 2017 through February 2020). This announcement is in accordance with FAR 6.302. This notice of intent is not a request for competitive proposals. All capability statements received within eighteen (18) days after date of publication (NLT 02 January 2016, 5:00 pm EST) of this NOI will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
