Description

This Pre-Solicitation Notice is provided for INFORMATIONAL PURPOSES ONLY. This opportunity is 100% Set Aside for Service Disabled Veteran Owned Small Business (SDVSB) only. Solicitation Documents will NOT be available for downloading until approximately December 30, 2016. SCOPE This requirement will be a Firm Fixed Price Construction project for Dialysis Water Systems Replacement Site Prep at the Jesse Brown VA Medical Center, located in Chicago, Illinois. Contractor shall collaborate with the VA s selected equipment provider to complete the replacement of Three (3) Dialysis Water Treatment and Delivery Systems in three (3) buildings of the campus of the Jesse Brown VA Medical Center in Chicago, Illinois. The Contractor shall remove and replace the three (3) existing Hemodialysis Water Systems, and provide restoration of finishes following the installation of the new Water Treatment and Delivery Systems provided by the VA s selected equipment provider. The work shall involve general conditions, selective and mechanical demolition, asbestos floor tile and mastic abatement, finishes, plumbing, electrical, and special medical equipment. The project will divided into three (3) distinct and successive phases (one (2) phase for each building). One (1) of the phases will involve work in forty-two (42) patient rooms and must be accomplished incrementally. The anticipated Period of Performance shall be three hundred twenty-three (323) calendar days from the Notice to Proceed date. The NAICS code for this procurement is 238910 with a size standard of $15.0 million dollars. The procurement estimated price range is between $500,000 and $1,000,000. Bid, Performance and Payment Bonds will be required. Pursuant to Public Law 109-461, Solicitation VA69D-17-R-0024 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of proposals. No other sources will be considered. All interested parties submitting a bid must be registered in the System for Award Management (SAM) database (https://www.sam.gov/prtal/public/SAM) at time of submission. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. SAM is used as a means to provide basic business information, socioeconomic status, capabilities and financial information to the Government. This requirement will apply to all solicitations and awards, regardless of the media use. This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The Department of Veterans Affairs plans to issue the official solicitation by December 30, 2016 with the bid opening in late January 2017. The Department of Veterans Affairs intends on issuing the solicitation via the FedBizOpps.gov website (www.fbo.gov). Amendments will also be posted on the FBO website for downloading. This will be the method for distributing Amendments; therefore it is the offerors responsibility to check the FedBizOpps.gov website periodically for any Amendments to the solicitation. All questions/inquiries regarding this Pre-Solicitation NOTICE must be submitted to the Contracting Officer, Claude Humphrey (claude.humphrey@va.gov), in writing (email is acceptable). No phone responses will be accepted. NOTE: All questions must reference the RFQ # and Description of the project in the Header or Opening Statement.
