- REQUEST FOR INFORMATION TAC-17-40834 Human Resources Information Systems Share Services Center The purpose of this Sources Sought Notice is to search for qualified service-disabled Veteran-owned small business and Veteran-owned small business vendors capable of meeting the requirements to provide prize competition services to the Department of Veterans Affairs (VA). This is a Request for Information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposals. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. It is based upon the best information available and is subject to future modification. This request does not commit VA to contract for any supply or service whatsoever. VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that VA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the responder s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. Responders are fully responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. All submissions become Government property and will not be returned. Overview: VA intends on entering into an Interagency Agreement (IAA) with the General Services Administration (GSA) for operation and maintenance (O&M) in support of the Human Resources Information System (HRIS) Shared Service Center (SSC). GSA will provide for the design, build, test, and deployment of VA s HRIS SSC solution which replaced VA s legacy Personnel Accounting and Integrated Data system for core functions in the areas of personnel action processing, compensation management, and benefits administration. The operation and maintenance support requires use of the contractor facilities and equipment to provide hosting set-up, system interfaces, and basic data migration throughout the life of the IAA agreement along with performing routine preventive and regular maintenance on the components of the information system in accordance with manufacturer or vendor specifications and/or organizational requirements. Please see the attached Performance Work Statement (PWS) for additional information and details. How to Respond: Interested parties are encouraged to reply to this RFI no later than 3:00 PM Eastern Time, December 23, 2016 by email to Ryan Stallings, ryan.stallings@va.gov. Capability Statement No more than 10 pages. Please describe current capabilities related to prize competitions, as well as company experience in meeting SOW requirements. As stated above, interested parties are advised to note key requirements in SOW. Please include the following descriptive information in your capability statements: name of company, point of contact, telephone number, email address; company address, size of business, and GSA schedules if any. Comments and Feedback no more than 10 pages. Interested parties are encouraged to respond to this RFI with their comments, concerns, questions and overall feedback. Additionally, please indicate whether the requirement is sufficiently detailed and clear for your comprehensive response. If not, propose your suggested changes.
