Description
Polybutadiene, Liquid, Hydroxyl-Terminated (R45) - RFI/Sources Sought Federal Supply Code (FSC) 6810, North American Industry Classification System (NAICS) Code 325199, all other basic organic chemical manufacturing. Polybutadiene, Liquid, Hydroxyl-Terminated (R45), must be in accordance with MIL-DTL-82886A and PBXN-109. The purpose of this Request for Information (RFI) is to seek out qualified vendors who have experience and have produced Polybutadiene, Liquid, Hydroxyl-Terminated (R45), in accordance with MIL-DTL-82886A and PBXN-109. This announcement is in support of market research performed by the Army Contract Command - Rock Island to determine interest and capability to provide the supply delineated within this RFI. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any supplies, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. Consequently, no solicitation is being issued at this time. Therefore, no award will be made as a result of providing this information. Currently, McAlester Army Ammunition Plant (MCAAP) has a requirement for Polybutadiene, Liquid, Hydroxyl-Terminated (R45), in accordance with MIL-DTL-82886A and PBXN-109. Polybutadiene, Liquid, Hydroxyl-Terminated (R45) must be IAW with MIL-DTL-82886A and PBXN-109 and will be shipped FOB Destination. No Rail deliveries are acceptable. All vendors must provide the following information: 1. Statement of your firm's intention to bid and how it intends to meet the requirements stated above. Have you provided this chemical under previous contracts/orders? If so, please provide information regarding these contracts such as contract number, GSA Schedule Contract No., customer, quantity, etc. 2. DUNS, CAGE Code, Tax ID, and Point of Contact Information 3. Number of employees (for business size verification) 4. Type of Socioeconomic Business Class (Examples: Disadvantaged, Veteran Owned, HubZone, Women Owned, 8(a), ANC, NHO, etc.) 5. Manufacturing plant name and location (for qualification country status verification) 6. Terms and Conditions (include any commercial standard terms and conditions) 7. Production Capability, Economic Ordering Quantity, minimum lot size, and Delivery Lead Times, packaging information. 8. What is the maximum amount, in pounds, of polybutadiene your firm can produce in a 30 day period and in a 90 day period? 9. Warranty 10. What is the standard shelf life of your produced material? What is the maximum shelf life available for your firm's polybutadiene material? 11. Minimum Procurement Quantity required for economical production 12. How many pounds does your firm consider to be a truckload size? 13. Delivery/Hauling method (size of trucks and maximum tonnage per truck). 14. Delivery capacity of truckloads per week (Monday through Thursday 6 a.m. to 3 p.m.) Please take into consideration security and receiving requirements at MCAAP. 15. Lead time needed to obtain materials to produce the chemical and total time needed from a delivery request to production, and shipment. 16. How often this chemical is produced and in what quantities? 17. Can this chemical be produced and shipped year round? 18. Has your firm produced and/or delivered an approved, qualified, tested and acceptable polybutadiene product, from an approved source, to the U.S. Government before that met the specifications contained within MIL-DTL-82886A, and PBXN-109? 19. If #18 is yes, provide the provide the following information: Government agency name, Government contract number, dollar value, length of time provided product, Government point of contact information such as name, phone number, and e-mail address. If #18 is no, qualification testing and approval is needed prior to submission of proposal/award. All of the above information must be submitted in detail. If a contract will be competed, it will be published electronically as a solicitation to the FBO website and will be the responsibility of the contractors to check regularly. Paper copies will not be available.
