Description
NASA Johnson Space Center Center of Excellence for Collaborative Innovation and VA Center for Innovation (VACI) 1.0. BACKGROUND The National Aeronautics and Space Administration (NASA) Johnson Space Center, through its Center of Excellence for Collaborative Innovation (CoECI), provides prize and challenge competition support to advance the open innovation needs of Federal agency partners. The support provided by NASA CoECI will ensure efficient and successful delivery of open innovation competitions in support of the America COMPETES Act "to invest in innovation through research and development, and to improve the competitiveness of the United States." NASA CoECI assists Federal agencies by providing access to prize competition support services and a curated list of prize vendors for the purpose of efficiently and successfully conducting competitions across a broad landscape of topics and desired outcomes. NASA CoECI helps agencies deliver on their mission through the development and execution of prize competitions. For purposes of this Statement of Work (SOW), the Requesting Agency is the Department of Veterans Affairs (VA) Center for Innovation (VACI). The Requesting Agency requires the services of NASA CoECI to assist in the development, management, and execution of prize competitions. Through this agreement, NASA CoECI will deliver prize competition support services and access to and use of their curated prize vendor list. To do so, NASA CoECI will support VACI in scoping the competition requirements, and will identify of acceptance criteria, run the prize vendor selection, supervise the delivery of the prize competition, and evaluate the deliverable. If the deliverable does not meet the acceptance criteria, the prize competition may be rerun at the discretion of the Requesting Agency. 2.0 SCOPE OF WORK and DELIVERABLES NASA CoECI will provide the Requesting Agency with the following: Educate Department of Veterans AffairsVA on the requirements and process of collaborative innovation, such as developing and sharing innovations internal and external to the VA, for VA to use as a model for pursuing innovation or the implementation of new ideas. Provide Implementation Guidance to Department of Veterans AffairsVA on the "best practices" for selecting and framing Challenges suitable for distributed innovation solutions. In collaboration with Department of Veterans AffairsVA, identify and prioritize specific problem sets that have objectives suitable for distributed innovation. Elicit requirements for problem sets that can reasonably be addressed by distributed innovation challenges. In collaboration with Department of Veterans AffairsVA, develop a high-level plan which outlines specific activities to be undertaken and associated costs for the VA Innovation Creation Series program across several challenges. Receive external evaluations to assess proposed solutions for community impact, efficacy, utility, cost-effectiveness, or any other such measures relevant to Department of Veterans AffairsVA, and integrate those external evaluations with internal performance evaluations. Provide Department of Veterans AffairsVA with Department of Veterans AffairsVA-focused prediction of the impact to be realized through implementation of the competition solutions. Department of Veterans AffairsVA will use reasonable efforts to: Provide a distributed innovation Technical Point of Contact who will act as a liaison to NASA CoECI. Provide access to materials and Department of Veterans AffairsVA subject matter experts to allow CoECI staff and/or contractors in collaboration with Department of Veterans AffairsVA to identify and prioritize specific problem sets that have objectives suitable for collaborative innovation. Approve problem sets that have objectives suitable for collaborative innovation. Provide access to subject matter experts to allow CoECI staff and/or contractors to elicit requirements for problem sets that can reasonably be addressed by collaborative innovation challenges. Assist CoECI staff and/or contractors in interpreting technical requirements. Review CoECI-prepared competitions designed to generate innovative solutions to identified Challenges. Conduct external evaluations to assess proposed solutions for community impact, efficacy, utility, cost-effectiveness or any other such measures relevant to Department Of Veterans AffairsVA. Department of Veterans AffairsVA will provide evaluations and feedback to NASA CoECI to improve NASA s QA Quality AssuranceCorrect? and value to Department of Veteran AffairsVA. Receive recommended solutions and Department Of Veterans AffairsVA-specific prediction of the impact to be realized through implementation of the competition solution. Promptly pay NASA invoices properly presented. Although many of the competitions will likely have an IT Information Technology or technology focus, it is likely that the prize competitions will encompass a broad range of topics across VBAthe Veterans Benefits Administration, VHAVeterans Health Administration, and the National Cemetery AdministrationNCA. Projects selected for prize competitions will be geared towards advancing the mission of the Department of Veterans AffairsVA. Examples of potential prize competitions are provided below: Period of Performance: The Period of Performance runs through the end of FY 2016 until December 31, 2021, subject to the availability of appropriated fundsis five years from date of award. Plans of Actions & Milestones (POAMs): The POAMs include the following eight potential prize competitions, which are described in Table 1 below. These prize competitions are currently in the planning phase and the Department of Veterans Affairs is not required to move forward with each of the competitions or the specific topics outlined with each associated competition. Additional prize competitions may be added, as need arises during the period of performance. Table 1: Overview of the potential prize competitions as part of the VA Innovation Creation Series. VA Innovation Creation Series Prize Competition Overview Dates Innovation Creation Series Memorialization Design Challenge Goal: An iIdeation competition aimed at engaging innovators to develop a memorialization modernization prototype that incorporates many aspects of the memorialization process/experience to include, but not limited by technology/use of data, burial options, cemetery design, processes for knowledge sharing, and methods for community engagement December 2016 May 2017 Innovation Creation Series Digital Memorialization Challenge Goal: Create and pilot multi-modality open source digital tools to enhance the memorialization experience for visitors to National cemeteries March December 2017 Innovation Creation Series - Patient Data Predictive Analytics and Development Challenge Goal: Crowd-source development of apps, predictive analytics algorithms, and machine learning models to accurately determine risk for disease development & progression, to make clinical care intervention decisions, and to answer complex medical questions based on patient medical data and/or genetic information February May 2017 Innovation Creation Series Chronic Kidney Disease (CKD) Innovation Challenge Goal: Engage the public to develop technologies such as apps or technologies to support an array of topics relevant to CKD such as a nutrition support tool, innovations in tele-health, disease prevention, and dialysis February 2016 August 2019 Innovation Creation Series Assistive technology Challenge Goal: Engage internal and external stakeholders to develop new innovations and treatment paradigms surrounding assistive technologies to support topics such as traumatic brain injury, audiology, long-term care, and rehabilitation May - December 2017 Innovation Creation Series Mental Health Access and Suicide Prevention Data Challenge Goal: Engage VA innovators and external stakeholders to generate ideas and design solutions to improve mental health access and to utilize data to develop tools that can aid in suicide prevention October 2017 December 2018 Innovation Creation Series Claims and Benefits Decision Support Tool Data Analytics Challenge Goal: Crowd-source development of algorithms, models, and tools to improve the Veteran claim and benefit decision process December 2017 December 2019 Innovation Creation Series Innovations in Clinical Care Delivery Goal: Engage the crowd in ideation and design competitions aimed at improving clinical care service and delivery and enhancing VA Community delivery of care and communication December 2017 December 2021 Termination: This Agreement may be terminated with 60 days written notice sent to the authorized representative of the non-terminating appropriation/office. If this agreement is terminated, any implementing contract/order may also be terminated. If the agreement is terminated, the offices shall discuss and agree to the terms of the termination, including costs attributable to each party and the disposition of awarded and/or pending actions. Amendments: Amendments must be bilaterally executed in writing, signed by authorized representatives of both appropriations. No oral or unilateral amendments will be effective. Only terminations done in accord with this agreement s terms may be done unilaterally. Disputes: Should disagreement arise as to the interpretation of the provisions of this agreement that cannot be resolved between the servicing Servicing agency Agency and the requesting agency CORContracting Officer s Representative/POCPoint of Contact, the area(s) of disagreement will be reduced to writing by each agency and presented to the authorized officials at both agencies for resolution. If settlement cannot be reached at this level, the disagreement will be raised to the next level in accordance with the servicing Servicing agency Agency and the requesting Requesting agency Agency procedures for final resolution. Disputes resolution shall involve (1) the program offices, (2) accounting offices, (3) the contracting officer, and (4) the agency s Chief Financial Officer (CFO), as appropriate. Disputes shall be documented in writing with clear reasons for the dispute. A memorandum of agreement shall be signed by the CFOs of each department and agency to acknowledge that department s or agency s active participation in the dispute resolution process. If agreement cannot be reached, both agencies CFOs shall request that a binding decision be rendered by the CFOs Council s Committee established for this purpose. The committee then shall render a decision within 90 calendar days of request. 3.0 DELIVERABLE TIMELINE The Servicing Agency shall deliver to the Requesting Agency the following: Item Due By Prize Competitions At a date mutually agreed upon by both parties Evaluation of Prize Competition Outcomes < 14 business days from completion of prize competition 4.0. PROJECT STATUS AND REPORTING NASA CoECI will provide a status of key milestones on a bi-weekly basis during an active prize competition, including recent accomplishments, planned activities, and issues. A financial accounting will be included at least monthly based upon the requested services.
