Department of Veterans Affairs Veterans Health Administration Office of Informatics and Analytics December 19, 2016 VA701-17-Q-0009 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE WILEY ONLINE MEDICAL AND NURSING EJOURNAL SUBSCRIPTION (Project No. HIGLINT 17-74) The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires a commercial, off-the-shelf, web-based, full text, 2017 Wiley Medicine and Nursing eJournals Collection (with 2017 Upgrade) and Clinical Pharmacology and Therapeutics Journal subscription that will be made available throughout the VHA healthcare system. The Program Contracting Activity Central (PCAC) Office of Informatics and Analytics intends to issue a sole source solicitation to Wiley Subscription Services, Inc. (DBA: Wiley-Interscience), 111 River Street, Hoboken, NJ 07030-5773 requesting an existing, commercial off-the-shelf web-based full text, 2017 Wiley Medicine and Nursing eJournals Collection (with 2017 Upgrade) and Clinical Pharmacology and Therapeutics Journal subscription that will be made available throughout the VHA healthcare system. This procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 511130 and the Small Business Administration Size Standard is 500 employees. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
