- ANALYTICAL TESTING AND VALIDATION SERVICES (WA, ID, MT) This is a sources sought to conduct market research for developing a procurement strategy for an upcoming contract. The US Army Corps of Engineers (USACE) Seattle District is gathering information to determine the level of interest and available sources for an upcoming requirement for laboratory testing and validation services for WA, OR, ID, and MT THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information. No Solicitation is currently available. The responses to this Sources Sought will help to shape the acquisition strategy in developing a competitive requirement for an analytical/testing laboratory to provide timely chemical analyses and provide testing validations. Some of the following generic categories of matrices will include: Soil, Water, Sediment, Air, Biola, Chemical Products, and Solid Materials. Interested firms would have capabilities to provide professional scientific and technical services to perform iassay, chemical analysis and physical testing pursuant to Federal, State, County, and local laws and regulations (i.e. MCLs, MTCA, TCLP, ELAP accreditation, SW-846, WA State Dept of Ecology "Analytical Methods for Petroleum Hydrocarbons", etc.). Data verification and validation is also needed. This involves performing full data verification against criteria established within the analytical method, DoD QSM, any project specific DQOs, EPA or other method, and as documented in the UFP-QAPP and project library. Multi-Agency Radiological Laboratory Analytical Protocols (MARLAP) will be used for radiological parameters. This requirement is for Services, not Research & Development. The North American Industry Classification System (NAICS) Code for this project is 541380. The Small Business size standard for this industry is $15 million annually. The value of this effort is anticipated to be $1.9 million expended over a 5-year period with one base year and four option years. Place of Performance: Within USACE Seattle District boundaries in Washington, Idaho, and Montana Response Information: Interested firms should submit a capabilities package limited to five (5) pages and include the following: 1) Firm's name, address (mailing and URL), point of contact, phone number, email address. 2) Business classification; i.e. Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), Small Business, 8(a) Program, or Other. 3) Three to Five examples of similar past projects as the Prime Contractor. 4) Cage code and DUNS number of your firm. 5) Firm's Joint Venture Information (if applicable). 6) Responses to this Sources Sought will only be shared with the Government project team and held in strict confidence.
