Chemical Drive; West: Leslie Road. Within Pasco: North: W. Argent Rd./ N. Stearman Ave.; South: Columbia River; East: N. 4th Ave. / W. Lewis St./ S. 10th Ave.; West: U.S. Highway 395. Minimum Sq. Ft. (ABOA): 7,579 Maximum Sq. Ft. (ABOA): 8,377 Space Type: Office, Office Related Parking Spaces (Total): Must meet/exceed minimum code requirements Parking Spaces (Surface): Must meet/exceed minimum code requirements Parking Spaces (Structured): Must meet/exceed minimum code requirements Parking Spaces (Reserved): None Full Term: 20 Years Firm Term: 10 Years Option Term: None Additional Requirements: The offered space must have two at-grade egresses. Should this not be possible two elevators must be provided, one of which may be a freight elevator. No additional charge may be assessed for code required parking. No portion of the offered space may be sub-grade. The space shall present no history of prior heavy industrial use; including (but not limited to) large dry cleaning operations, rail yards, gas stations, or industrial facilities. No part of the building shall be within 500 feet of an active, freight-carrying railroad track. The space must be visible or easily located from an arterial street; a signage submittal is requested with offers to understand how the visiting public will locate the space. If the space is located on a high-traffic or multi-lane street traffic signals be must located within two blocks for safe access. The Government requires 46 parking spaces, at no cost to the Government, within 800 walkable feet of the public entrance to building. The term "walkable" means that wheelchair-accessible pedestrian access, along code compliant sidewalks and crosswalks, exist along the entire route. A bus stop shall be located within the immediate vicinity of the Building, but not exceeding a safely accessible, walkable 1,320 feet from the principal functional entrance of the building, as determined by the LCO. Prior to market survey, Federal Protective Service (FPS) will evaluate all interested buildings for security compliance. Crime rates, adjacent tenants and parking areas will all be factors in the evaluation. Buildings may not be solicited based on FPS evaluation. The Government may require use of part of the Building roof for the installation of antenna(s). If antenna space is required, specifications regarding the type of antenna(s) and mounting requirements are included in the agency requirements information provided with the RLP. Offered space that does not allow the following conditions to be met, may result in an inefficient layout determination by the Government: a. Being contiguous on one floor b. That no ramps exist c. That the space is not more than twice as long as it is wide d. That the space is a regular shape and free of obstructions that hinder space design e. Columns at least 20' from walls and other columns and no greater than 2 feet wide The Tenant Improvement Allowance/ABOA required for current space will be a lesser amount than the Tenant Improvement Allowance/ABOA required for other locations. Offered space must meet Government requirements for fire safety, accessibility (ABAAS), seismic and sustainability standards per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in the 100 year flood plain. Expressions of Interest Due: December 27, 2016 Market Survey (Estimated): January 19, 2016 Offers Due: March 22, 2017 (estimated) Award Date: August 2017 (estimated) Occupancy (Estimated): February 2019 (estimated) Expressions of interest should include the following information: 1. Building/site name and address and location of the available space within the building/site; 2. Rentable square feet available and expected rental rate per rentable square foot, showing the rent broken into Shell rent and Operating expense rent; 3. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); 4. Date of space availability; 5. Building ownership information; 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7. Energy efficiency and renewable energy features existing within the building; 8. List of building services provided; 9. One-eighth inch scale drawing of proposed space offered or marketing brochure illustrating the floor plans and proposed space, or proposed site layout;
