- Army Directive 2016-38 Portfolio Rationalization Guide - 12 17 15 RFI Matrix 20161215 ADCCP RFI DEC 16 FINAL This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. This RFI does not obligate the Government to issue a solicitation. This RFI is being conducted solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposal nor any other kinds of offers will be considered in response to this request or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with participating in this RFI, and will not be notified of the outcome of the information received. The primary purpose of this RFI is to determine the commercial marketplace's ability to support the day-to-day activities and how short notice surge requirements would be addressed in performing application migration assessments and data center/Cloud infrastructure management analysis. The Government is also seeking comments from industry regarding how best to structure a decision support analysis capability to the problems of modernization and migration of applications from Army data centers that will close, and to the problems of implementing and standardizing the services and rate structures of four enduring Army Enterprise Data Centers and Army on-premise Private Cloud Enterprise capabilities at Fort Bragg, Fort Carson, Fort Knox, and Redstone Arsenal. Not responding to this RFI does not preclude participation in any future Request for Proposal or solicitation, in the event that one is issued. All submissions become US Army property and will not be returned to the submitter. All information received in response to this notice that is marked ‘Proprietary' will be handled accordingly. In order to move the information gathering forward in a meaningful, timely, and organized manner, the following cannot and will not be considered: • Responses sent by any other mechanism (such as hard copy responses, telephonic responses, facsimile responses, or hand-delivered responses) • Responses sent to any other email addresses. • Late responses. • Sales brochures, videos and other marketing information materials If the Government has additional questions or a need for information following the review of your organization's response, your organization may be contacted and asked to provide that information. Questions regarding this RFI shall be submitted via e-mail to david.a.gannon.civ@mail.mil no later than 6:00 am CT on Monday, 09 January 2017. Questions that are answered will be distributed to all participating contractors on a non-attribution basis. Only one set of responses per organization/contractor is allowed. Interested parties shall submit an electronic copy of their responses via email to david.a.gannon.civ@mail.mil. The due date and time for submission of responses is 6:00 am CT on Monday, 30 January 2017. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Responses will not be returned nor will the Government confirm receipt. Whatever information is provided will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. In accordance with FAR 15.201(e), responses are not offers and cannot be accepted by the Government to form a binding contract. All Government and Contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
