- SOURCES SOUGHT NOTICE for Analysis Support for the Enterprise Information Technology Service Management (EITSM-MAS) (Solution Definition, Analysis, Design, Development) Department of Health & Human Services/ Indian Health Service THIS IS A REQUEST FOR INFORMATION ONLY. This is NOT a solicitation for proposals, proposal abstracts, or quotations. All responses will be used for market analysis in determining the availability of potential qualified businesses that may be used to determine the appropriate acquisition strategy. No solicitation is being issued at this time, but may be issued at a later date. Information: This Sources Sought is to gather information regarding the need of performing Information Technology Service Management (ITSM) Analysis Support for the United States (U.S.) Department of Health & Human Services (HSS), Indian Health Service (IHS) Headquarters (HQ) Office of Information Technology (OIT), Division of Information Technology (DITO), hereafter designated as HQ/OIT/DITO. This requirement encompasses all activities for the definition, analysis, assessment, planning, identification and recommendation of an ITSM solution, to include the elements of governance, processes, people, and technology which if implemented would align the delivery of IT services closely with the needs of IHS, herein referred to as the IHS Enterprise ITSM Analysis Project, (IHS-EITSMAP). Background: HQ/OIT/DITO aims to provide secure and reliable IT in innovative ways to improve health care delivery and quality, enhance access to care, reduce medical errors, and modernize administrative functions. The IHS OIT provides critical support for the IHS, Tribal, and Urban (I/T/U) health care facilities that care for more than two million American Indian and Alaska Native (AI/AN) people across the Indian Health system. The IHS provides the technology infrastructure for a nationwide health care system, including a secure wide area network, email and unified communication services, two national data centers, and regional and national Help Desk support for approximately 20,000 users. HQ/OIT/DITO, manages technology deployed for use across the agency, and touches the lives of everyone who interacts digitally with the IHS. From the emails sent and received to the web pages that provide information to the people users call for help, IT Operations brings IHS information technology services to IHS. HQ/OIT/DITO services include: • Network Operations - Led by the IHS Network Engineer, this group of federal and contract personnel manage the IHS Wide Area network connecting Federal, Tribal, and Urban facilities that utilize the IHS network. This group also manages the IHS use of the Network contract. • Enterprise Technology Services (ETS) - Led by the ETS manager, this group maintains servers and services provided on an enterprise wide level. They also manage the OIT Data Center located in Albuquerque. • Web Services - Led by the IHS Web Services Manager, this group develops and maintains the IHS web presence to the world. • National Service Desk - an enterprise service desk located in Albuquerque, NM which provides Tier 3 support for Federal, Tribal, and Urban facilities. • Headquarters (HQ) Service Desk - This group supports the operations of the IHS HQ including many initiatives with HHS. • Email Team - This group located in Rockville, MD where they have been managing IHS messaging since taking over the management of the email system in 2010. The group provides services to the 21,000 users who rely on email to communicate with the world. Additionally, IHS also operates semi-independent Services Desks at Regional Offices referred to as Areas whom support a unique physical region of the United States. It is important to note that these Regional Offices provide Tier 2 support to IHS Areas which are home to countless Hospitals, Health Care Centers, and Clinics and do not administratively and operational report to HQ/OIT/DITO. However, HQ/OIT/DITO is responsible for Tier 3 Infrastructure, Office Automation and Telecommunications (IOAT) support for the IHS enterprise via a tiered Service Desk to these Areas, defined as: • Tier 1 = Local site support at the Hospitals, Health Care Centers, and Clinics • Tier 2 = Regional Areas provide support to their location and to the Hospitals, Health Care Centers, and Clinics assigned to their region • Tier 3 = Within HQ/OIT/DITO located at headquarters offices provide support to the Regional Areas as well as their own local area network. Purpose: As part of the IHS Office of Information Technology (OIT) strategic plan, IHS has prioritized its commitment to be the partner of choice through providing improved communication and customer service. IHS OIT is governed by the guiding principles which mandate the effectiveness of IT Service Management across the enterprise to include: responsiveness to customers, development and maintenance of efficient and effective technology assets; providing leadership, governance and strategic direction; providing innovative technical solutions for the reform of IHS business processes; and provide innovation and reliable technology services and support that will allow the IHS to achieve its mission and strategic goals. As a result, IHS intends to perform enterprise analysis of their IT operations to recommend a replacement of their current ITSM solution to include the consideration of policy, people, processes, and automation tools to address the aforementioned deficiencies as an enterprise solution. Current Operating Environment: The solution shall interface with multiple entities across the IHS enterprise. They primary consist of and/or interfaces with a minimum of three domains within the IHS enterprise as identified below: a. Hospitals, Health Care Centers, and Clinics b. Regional Area Offices c. HQ/OIT/DITO Goals and Objectives: The following goals from the IHS IT Strategic Plan support the IHS Mission: •· Goal 1: Enhance the administrative information management and applications to optimize our business processes and health care operations. •· Goal 2: Implement an enterprise approach to information technology infrastructure that will foster communication, innovation, collaboration, standardization, and interoperability. •· Goal 3: Achieve excellence in the management of IT resources through efficient and effective fiscal, project, operations, and human capital management. In support of the IHS Strategic Plan the proposed solution will support the following Goals & Objectives: Title Statement Source/Rationale Traces To Service Improvement Recommending an enterprise ITSM solution will provide IHS with a roadmap to dramatically improvement in IT service and organizational productivity by achieving a higher level of customer satisfaction, uptime, and first call resolution. IHS IT Strategic Plan Goal 3: Enhance the administrative information management and applications to optimize our business processes and health care operations. Common Solution Recommendation an enterprise ITSM solution will provide IHS with a roadmap to provide standardized IT services in a common, repeatable, and consistent manner across IHS Headquarters, Areas Offices, and Facilities. As a result IHS as a whole will be provided with the capability to collaborate and standardize IT operations. IHS IT Strategic Plan Goal 4: Implement an enterprise approach to information technology infrastructure that will foster communication, innovation, collaboration, standardization, and interoperability. Cost Savings & Operational Efficiency Implementing an enterprise ITSM solution will provide IHS with a roadmap to achieve a reduction in total operating costs across the organization. Furthermore, it will also provide insight into IT costs and assets, eliminate redundant work, and improve resource utilization. IHS IT Strategic Plan Goal 5: Achieve excellence in the management of IT resources through efficient and effective fiscal, project, operations, and human capital management. IHS intends to perform enterprise planning and analysis of their IT operations to recommend a replacement of their current ITSM solution to include the consideration of policy, people, processes, and automation tools. Changes apply to IHS HQ, Areas and facilities to include process implementation planning and consulting along with specialization in IT Infrastructure library process design, process and technology integration, and IT organizational change. Fulfilling this requirement encompasses the execution of all activities supporting the identification of potential solutions, definition of requirements, analysis, planning, and recommendation of an enterprise platform which may subsequently be implemented as a separate effort across the IHS enterprise. IHS-EITSMAP initiative accomplishes the following: # requirements: •· Promotes this initiative via an Awareness Campaign to establish enterprise "buy in" •· Determines the current state of existing IT infrastructure, processes, tools, and services across the IHS enterprise. •· Develops, plans, and recommends the desired state of IHS IT and services. •· Architects a roadmap and steps required which depict how to attain the desired end state. •· Defines contractual and Service Level Management and corresponding reporting needs. •· Provides a high level process model. •· Gathers and documents Tool & Automation Requirements. •· Enables the design of a strong CMDB with an effective configuration management process. •· Defines Roles and Authority with regards to processes. •· Identifies Service and Process Owners. •· Provides Training Instructions: Interested firms are requested to provide their aforementioned information, along with interest and capability statements. No pricing input is being requested. The Government requests interested parties submit a written response to this notice which includes: 1. Company name and a brief description of their company's business size (i.e. annual revenues and employee size). 2. Company point of contact, mailing address, telephone and fax numbers, DUNS number, and website address. 3. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with Government representatives. 4. Business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, etc.). Type of company is validated via the System for Award Management (SAM). All respondents must be registered on SAM located at https://www.sam.gov. 5. Description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 6. Anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor-protege relationship, etc.). 7. Applicable GSA Schedule number or other available procurement vehicle. 8. Date Submitted. Responses must be submitted not later than Wednesday, January 4, 2017, 12:00 P.M. (EST). Capability Statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is ten (10) pages (excluding cover page). Capability statements should be e-mailed directly to both Points of Contact (POC) listed below. SUBMISSIONS WILL ONLY BE ACCEPTED VIA ELECTRONIC MAIL. TELEPHONE CALLS AND QUESTIONS WILL NOT BE ACCEPTED. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
