- SF 1449 December 20, 2016 All Interested Parties: The Federal Bureau of Prisons (BOP) is soliciting quotations under Request for Quotation (RFQ) RFQP02121700006 at the Federal Correctional Institution (FCI) Ray Brook, New York. Please read the RFQ carefully and ensure that all information requested is included in your quote. Evaluators will neither make assumptions, nor draw inferences, regarding missing or incomplete data. The quote that is submitted is what will be evaluated. Missing or incomplete data could result in the elimination of your quote from further consideration. All potential quoters are advised that this solicitation includes clause FAR 52.221-1Instructions to Offerors - Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003 to be registered in the SAM database. Quoters should include their Data Universal Number System (DUNS) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. Quoters must also be registered in the Online Representations and Certifications (ORCA) website at https://orca.bpn.gov/. All communications regarding the RFQ, including any of a technical nature, must be made in writing to the Contracting Officer. Questions will not be answered by telephone or in person. Questions or comments may be faxed to the attention of the Contracting Officer at 518-897-4075 or emailed to mallen@bop.gov. Please read the important instructions that are incorporated by reference in the provision at FAR 52.212-1, "Instructions to Offerors-Commercial Items" and any addendum thereto. An original of your quotation, signed by an individual authorized to bind quoter, must be submitted as to be received no later than 12:00pm EST, 12/27/2016, at the following address: Federal Bureau of Prisons ATTN: Mark Allen FCI Ray Brook P.O. Box 300 128 Ray Brook Road Ray Brook, New York 12977 The Contracting Officer assigned to this procurement is the undersigned. Your attention is directed to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result from this RFQ. Prospective quoters are also cautioned against discussing the preparation of their quote (or technical questions) with Government technical personnel. The circumstances of such contact, when verified, may result in non-consideration of the quote.
