- The 6th Contracting Squadron (6 CONS) at MacDill AFB issues this Sources Sought Synopsis for information only to locate sources who are capable. This is not a Request for a Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered proposals, nor will any award be made as a result of this Request for Information (RFI). The Air Force will NOT be responsible for any costs incurred by interested parties in response to this RFI. This FedBizOpps notice is an announcement seeking market information for businesses capable of providing the product as described herein. The 6th Contracting Squadron (6 CONS) is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside of the agency. Such information will be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information: 1. A detailed capabilities statement stating their experience in providing the same or similar work described in this notice 2. A point of contact with phone and e-mail information 3. Business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, etc.), business size based on NAICS 511210, Software Publishers 4. A positive statement of interest to submit a proposal. The Market Research is being conducted by the 6th Contracting Squadron at MacDill Air Force Base, Florida on behalf of United States Central Command to seek qualified contractors with the skills, knowledge, and resources required to provide the following: 1. Software: Software updates, software maintenance and software technical support (to include the newest version of SENTURION to date with all associated analytical and visualization modules). If software updates are available the contractor must provide USCENTCOM the newest version within 2 weeks of the release. If SENTURION software becomes inoperable, the contractor must be available within 12 hours to repair the issue. General Information: The contractor shall perform the software updates, maintenance, and technical support remotely. Software upgrades shall be provided to USCENTCOM via CD/DVD. 2. Training: A three day (24 hours) on-site training course for up to five analysts. The trainer shall be a senior-level person that has over 3 years of experience working on "real world" SENTURION problems. The trainer shall be proficient on construction of SENTURION spectrums, input facilitation, and analysis. The training shall consist of: 1. Framing stakeholder inputs 2. Conducting sensitivity analysis 3. Operationalizing SENTURION outputs 4. Communicating results to senior decision makers 5. Conducting network graph analysis 6. SWOT analysis General Information: For on-site training, the contractor is responsible for coordinating with USCENTCOM staff to schedule visits between the hours of 0800 - 1700 Eastern Time Zone, Monday through Friday except Federal Holidays to answer questions regarding SENTURION. Training will be conducted at the unclassified level. 3. Consulting Support: 16 hours of telephone support by a Master SENTURION Subject Matter Expert with more than 3 years of experience working on "real world" SENTURION problems. The consulting support is divided into two specific capabilities. The first 8 hours supports the technical running of the software. This includes answering questions regarding how to maneuver through the software to control functionality, analysis, modules, and other advance functions of the software. The second eight hours supports the development or the "art" of development of the stakeholders, stakeholder's inputs, and communication of the results to senior decision makers. Only USCENTCOM/CCJ8 personnel are authorized to utilize the consulting/telephone support. General Information: The contractor shall be available between the hours of 0800-1700 hours Eastern Time Zone, Monday through Friday except Federal holidays to answer questions regarding SENTURION. If the contractor is unavailable due to higher priorities or previous commitments, the contractor shall provide a date and time within 2 business days to discuss the SENTURION issue. All telephonic discussions will occur at the unclassified level. For the purpose of this RFI, the anticipated North American Industry Classification System (NAICS) Code is 511210, Software Publishers, with the size standard of $38.5 million. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to Catherine Lee at catherine.lee.5@us.af.mil and Russell Beasley at russell.beasley.2@us.af.mil no later than 8:00 AM Eastern Standard Time on 18 January 2016.
