- Modification #1 : Reference is made to the November 23, 2016, announcement, solicitation number 2016-11022A, inviting submission of qualifications and a proposal to develop a feasibility study that will evaluate the technical, financial, environmental and other critical aspects of the proposed Lamu gas-to-power project in the Republic of Kenya. USTDA has received inquiries as to whether the Grantee, Zarara Oil and Gas Limited ("Zarara"), has any procurement policies that restrict the prime contractor or sub-contractors from bidding on follow-on procurement opportunities related to the feasibility study. In response to these inquiries, Zarara hereby provides the following clarification: "Zarara Oil and Gas does not have any procurement policy that would restrict participation of contractors or sub-contractors in the feasibility study from bidding for follow on services." USTDA has also received inquiries as to whether the following requirement from Sub-Task 3.3 can be waived: "The Contractor shall also ensure that the work performed for the conceptual design for the power plant is signed by a construction and/or engineering company certified in Kenya or by personnel with an architectural qualification certificate that is valid in Kenya." In response to these inquiries, Zarara hereby provides the following clarification: "Zarara Oil and Gas is willing to waive the requirement that the Contractor ensure that the work performed for the conceptual design for the power plant is signed by a construction and/or engineering company certified in Kenya or by personnel with an architectural qualification certificate that is valid in Kenya. However, it is important that Contractors demonstrate knowledge of and experience in Kenya and Sub-Saharan Africa in respect to construction and engineering matters." USTDA has also received inquiries requesting an extension of the response date for this RFP. In response to these inquiries, Zarara hereby extends the response date for this RFP to 10:00 AM local (South Africa) time on January 13, 2017. USTDA is making this information available for the benefit of all prospective bidders.
