- The commercial data provider will provide access to an XML Data Feed with a 20 Year Back file for Journals, Conference Proceedings, Books, Research Data, and Patents. This data feed should provide the capability for comprehensive citation searches that reference cross-disciplinary research to enable complex analysis of specialized sub-fields within a scientific discipline. The data feed should represent over 90 Million disambiguated and cleaned records from multiple databases that leverage a common ontology for organization and structure) based on the following technical requirements: 1. XML Data Feed with a 20 Year Back file for Journals, Conference Proceedings, Books, Research Data, and Patents. 2. The ability to host this data on a DoD cloud-based architecture (CBA). This CBA will be behind a firewall that has controlled access to the data. 3. Allow access for up to 50 concurrent Department of Defense users. 4. Will have the ability to augment the mix of supporting databases within the XML data-feeds based on the availability of new data sets such as the Russian Science Citation Index. 5. Training and support be made available only as required via email or phone. Rationale for not competing - The ONTA requires an integrated and disambiguated data library that enables analytical tool packages and data scientists with the ability to search web based databases and create trend results reports. The above described data and analytic tools will enable analysts to cohesively understand the impact of academia and commercial research development influence the development of critically important emerging technologies from a Defense perspective. The market research results confirmed that only one data source exists that has all of the required elements that the ONTA requires. Without this data source the analytical tool packages and Data Scientists would not be capable of creating the trend reports for emerging technologies and patent reports.
