- This combined synopsis/solicitation is for a firm-fixed-price contract for autopsy assistant services at the Togus VA Medical Center (herein referred to as VAMC) in Augusta, Maine. The contract award shall be a 100% set aside to a small business. The period of performance for the contract is the date of award through January 5, 2018, with four (4) one-year option periods to extend services, which shall be exercised at the discretion of the Government, totaling a five-year contract. Autopsy assistant services shall be performed for the Pathology and Laboratory Medicine Service at the Togus VAMC, located at 1 VA Center, Augusta, ME 04330. All services shall be performed in accordance with VA policies and procedures. The Contractor shall provide the following: The autopsy assistant/diener will assist the Pathologist with all aspects of autopsy assistance: external and internal exam, removing organs, organ dissections, display of findings to the pathologist, submissions of cassettes with gross description; Consult with VAMC by telephone as needed; Provide telephone number(s) and contact person(s) to be used by the VAMC to make inquiries and conduct applicable problem-solving; Autopsies will be performed during a mutually agreed upon timeframe which can occur Monday through Friday, between 6:00 a.m. 6:00 p.m., Eastern Standard Time. The contractor shall be dispatched during an agreed-upon day and time, to the 1 VA Center, Augusta, ME 04330, upon notice by the VA. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Performance Work Statement (PWS). When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. All certifications must be kept current with any change of personnel assigned to this contract. Not release patient s records that include test results to any person other than the ordering healthcare provider or VA Pathology and Laboratory Medicine staff member. All member records shall be treated as confidential so as to comply with all state and federal laws regarding the confidentiality of patient s records. This provision shall survive termination of the resulting contract award. Certify and ensure that all employees, officers, or agents do not use Protected Health Information received from any VAMC site that would constitute a violation of any applicable provision in standards set forth in the Health Insurance Portability and Accountability Act (HIPAA). Morgue clean-up following autopsy procedure; Arrange for backup assistant in the event that the Contractor is unavailable; and, Estimated number of cases per year is eight (8). The VA shall provide the following to the Contractor in order to perform the required services: Personal protection equipment, equipment and supplies, medical waste disposal, and supervision during the procedure; and, Information to the Contractor s autopsy assistant/diener about VAMC policies and procedures prior to autopsy. The solicitation is in accordance with FAR Part 12, Acquisition of Commercial Items. The North American industrial Classification System (NAICS) code for this requirement is 812210. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The procurement is subject to the availability of funds. The closing date for the receipt of offers is Friday, January 5, 2017, at 4:00 p.m. Eastern Standard Time.
