Description
A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Golden Engineering, Inc. is the sole source for XR150, XR200, XRS-3 and XRS-4 X-ray machines. The X-ray machines are used to locate Improvised Explosive Devices (IED's) inside of various containers, vehicles, buildings, etc. Golden Engineering, Inc. will repair and perform maintenance on the XR150, XR200, XRS-3 and XRS-4 Xray machines. Each of the X-ray machines are proprietary products of Golden Engineering and products of similar form and function are not available from any other manufacturer. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Parts 12 and 13 to purchase the above listed items. The North American Industry Classification System (NAICS) code for these item is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Friday, December 23, 2016 10:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: tammy.miller@ic.fbi.gov. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to repair and perform maintenance for the government. This documentation shall include a letter from Golden Engineering, Inc. confirming that they are an authorized repair facility for the XR150, XR200, XRS-3 and XRS-4 X-ray machines. The government contemplates a one time, firm-fixed priced Blanket Purchase Agreement (BPA). The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
