Market Survey/Sources Sought Notice Pyrotechnic Drying Oven Maintenance and Repair The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Armament Research, Development and Engineering Center's (ARDEC) Pyrotechnics Technology Branch (RDAR-MEE-T), is conducting a Market Survey to identify potential sources for the maintenance of the following Government Owned Gruenberg Equipment: 1. Government Owned Gruenberg Oven Models B10HXPD270 2. Government Owned Gruenberg Oven Models B10HXPD100 3. Government Owned Tenney/Blue-M Oven Models ETCU-04-RC5-SPL 4. Government Owned Tenney/Blue-M Oven Models ETCU-16-RC5-SPL 5. Government Owned Tenney/Blue-M Oven Models ETC-04DH-B 6. Government Owned Blue-M Oven Model HS-1202-F 7. Government Owned Blue-M Oven Model HS-362-1G The Services shall provide training, preventive maintenance services and emergency repairs for Gruenberg Industrial Oven equipment. These products, and services support the existing pyrotechnics technology capability used by ARDEC energetics & warheads mission. In order to support customer requirements and the need for on-going operations, it is critical that these specialized ovens and environmental conditioning chambers are readily available. This support will also provide the necessary products required for services and repairs in the following capabilities. Operator training, repair, regular preventive maintenance and repair parts acquisition associated with the Government Owned Gruenberg specialty drying and conditioning equipment used in support of the ARDEC, Pyrotechnic Technology mission requirements. 1. The required services may include but not limited to: 1.1. Regular preventive maintenance, installation on Government Owned Gruenberg equipment 1.2. Emergency repairs, replacement of parts on Government Owned Gruenberg equipment 1.3. Spare part sales, and replacement parts for Government Owned Gruenberg equipment 1.4. Sales and support/training of Government Owned Gruenberg and Blue M software for industrial ovens and conditioning chambers. Firms/companies are invited to indicate their interests by providing specifications, brochures, manuals, reports, demonstration video and other technical data as well as identification of current customers and any available GSA or other Federal Supply Schedule contract vehicles. In addition, please provide answers to the vendor questionnaire. Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items: 1. Company Name 2. Company Address / Country Represented / Website 3. Company point of contact, phone number and email address 4. Business Size (Small/Large & Number of Employees), the Commercial and Government Entity (CAGE) Code / Dun & Bradstreet (DUNS) Number. 5. The North American Industry Classification System (NAICS) code for this effort is 333994. 6. Commerciality: (a.) Our product as described above, has been sold, leased or licensed to the general public (b.) Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local governments. The development of the product was done exclusively at private expense. (c) None of the above applies. Explain. 7. Location where primary work will be performed (if more than one location, please indicate the percentage for each location). 8. Major partners or suppliers. 9. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required). 10. Provide minimum and maximum monthly production rates of past production of same or similar items. 11. Identify manufacturing, managing and engineering experience of like systems of equal or greater complexity. 12. Identify lead time, including supplier/design qualification efforts and production ramp up time, to meet full capability for production and sustainment. 13. Please provide any additional comments. This market survey is for information and planning purposes only; it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The information must be submitted NO LATER THAN 19 January 2017 to: U.S. Army Contracting Command New Jersey, ACC-NJ-JA, ATTN: Nicole Thalmann, Building 9, Picatinny Arsenal, NJ 07806-5000.
