This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. The purpose of this unclassified request for information (RFI) is to enable the National Veterans Golden Age Games (NVGAG) representatives to obtain information from vendors who can provide hotel space and audio visual services to support senior Veterans, support staff and volunteers for the 2017 National Veterans Golden Age Games. The event will be held over a total period of six (6) days, from May 6-12, 2017 in Biloxi, MS. The vendor will need to provide (hotel) all resources to provide accommodations for 3,975 room nights, a minimum of twenty-five (25) rooms must be ADA accessible or made accessible (i.e. bathroom door removed, bed lowered from frame, ect.) an 750 peak rooms must be double bed rooms for approximately 900 attendees. The Hotel shall accommodate 3,975 total room nights for approximately 900 attendees, at the rate of $134.00 per room per night, which stands at no more than 150% the current government prevailing rate of $91 per room per night. The vendor will also provide audio visual support see table below. Guests will pay for their own meals. The Hotel must provide the merchant category codes (MCCs), within five business days post-contract award, for all dining facilities within the Hotel, so that Group may ensure these MCCs are authorized for payment using Veteran s provided meal credit cards BACKGROUND: The National Veterans Golden Age Games is the premier senior adaptive rehabilitation program in the United States, and is the only national multi-event sports and recreational seniors competition program designed to improve the quality of life for all older veterans, including those with a wide range of abilities and disabilities. The National Veterans Golden Age Games serves as a national showcase for the preventative and therapeutic value of sports, fitness and recreation. The Games serve as a qualifying event for competition in the National Senior Games in a number of competitive events. The NVGAG will use this information to gain a better understanding of industry s ability to support the event s hotel service needs. This information will be fundamental to shaping the Department s future facilitation efforts. If you are interested in participating in this market research, please respond via e-mail no later than 2:00 PM CT on or before Thursday, December 29, 2016 with responses to the attached questions (Attachment 1). 1. Specific Response Instructions: All correspondence relating to this (RFI) shall be submitted via email to the Contract Specialist (Charles Hampton) who issued this (RFI) at Charles.Hampton2@va.gov. Please submit your (RFI) response in accordance with the following: All (RFI) submittals are to be no more than 20 pages in length, excluding the title page of the (RFI) document. The (RFI) document shall include the name of your company, a legitimate email address and phone number of the appropriate Point of Contact (POC) for your company, who will be managing this (RFI) process. Title the subject line of the e-mail 2017 NVGAG Market Research for Hotel Services and add the company name. Any and all questions relating to this (RFI) shall be submitted to the Contract Specialist (Charles Hampton), at Charles.Hampton2@va.gov. no later than 12:00 PM CT on or before Tuesday, December 27, 2017. The issuing Contract Specialist shall post all questions received and the answers provided by the Department of Veterans Affairs to the entire pool of participants for this (RFI), no later than 12:00 PM CT on before Wednesday, December 28, 2017. All (RFI) responses shall be submitted to the Contract Specialist (Charles Hampton), at Charles.Hampton2@va.gov. no later than 2:00 PM CT on or before Thursday, December 29, 2017. 2. Information Requested: In response to the RFI interested contractors shall submit the following information: Company Information/Socio Economic Status Company size and POC information VA has identified the appropriate North American Industry Classification System (NAICS) Code 721110, Hotels (except Casion Hotels) and Motels, which has a size standard of $32.5 Million for this RFI. Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business (8A), and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA s VetBiz repository? 3. Capabilities/Qualifications: Provide answers to the questions in Attachment 1. Your response should be formatted as follows: single-spaced, Times New Roman 12-point font, one-inch margins. Your document must be compatible with MS Office Word 2010.   Failure to respond will not affect future opportunities, however; only those vendors who respond will be permitted to participate in individual discussions with the government. Attachment 1 We are trying to determine the best, most efficient and cost effective method to provide service. The questions below are intended to aid us in determining the best path to our goal.
