- Performance Work Statement Combined Synopsis/Solicitation For Maryland Army National Guard Subsistence 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation W912K6-17-Q-0005 is being issued as a Request for Quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 722310/722320 - Food Service Contractor/Caterers. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates a single award of a Firm Fixed Priced purchase order contract resulting from this solicitation. 4. Description of services: This requirement is to provide catered meals at The Maryland Army National Guard dining facility one year from award date (See Attached Statement of Work). The Maryland Army National Guard and Free State Challenge Academy is located on Aberdeen Proving Gourds South, in Edgewood Maryland. The Edgewood dining facility contractor will provide a 14-day menu including breakfast, lunch and dinner for military personnel and FreeState cadets and cadre. In addition the contractor will need to prepare meals off site and transport meals to a central location on APG-South, Edgewood, MD. This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered by the Maryland Army National Guard Contracting Division. 5. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror in accordance with FAR 13.106-2. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. (Accessible at the FAR Site, http://farsite.hill.af.mil) 7. Submit the following documents in response to this RFQ in accordance with FAR 13.106-2: a. Price Quotation including 14-Day Menu that is in accordance with Statement of Work. b. Technical Capability Statement that is complaint with requirements, clearly demonstrates capability, and overall plan to provide meals in accordance with Statement of Work. c. Past Performance clearly depicts similar past experience and references. 8. Offers are due on December 30, 2016 4:00 PM EST. All questions/inquiries must be submitted to the contract officer via electronic mail (e-mail) not later than 3:00 PM EST on December 27, 2016.
