- 1. NOTICE : This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 Purpose: The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 Engineering Services which has a corresponding Size standard of 15M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: T-38 Systems Program Office (SPO) is tasked with sustainment of the T-38 trainer aircraft. Background: The T-38 System Program Office (SPO) requires an industry response regarding technology to accommodate the potential benefits of moving from fiberglass filters, specification 2-43920-3 and 2-43917-3 qualified to MIL-F-5504, to metal media filters for the hydraulic system. Articles have been published showing that metal media filters decrease component wear and maintenance in hydraulic systems when the filter elements are transitioned to metal media filters. The T-38 SPO is seeking to identify contractors who are interested in being a possible provider of metal media filters and is looking for information on expected benefits of transitioning to metal media filters. Scope of Task: a. Identify that potential contractors have experience and a history of knowledge with metal media filters. b. Provide data and history that shows the potential benefits of transitioning to metal media filters. • i. Provide potential increase in filter element life or usage • ii. Provide potential decrease in hydraulic system maintenance due to increased filtration c. Provide supporting data showing that the contractor can support a program to qualify a new filter element. d. Provide a brief statement of how the contractor would prove out the increased benefits, either on aircraft or via ground testing e. Provide evidence of capability of contractor to update the current filter element specification to require the metal media filter •3. Information/Format Potential offerors shall provide information on relevant performance history and/or evidence of capability to satisfy this type of requirement. Potential offerors will demonstrate the offeror's infrastructure and integration capability to provide all aspects of this task to include but not limited to the following: •· Designing aircraft components, specifically metal media filters •· Previous Government projects/qualification/approval/contract by similarity •· Other pertinent data concerning your qualification to design the required item. Please submit electronically your response in an executive summary format and must include the following: •· Name and address of Company •· Who is your point of contract and what is their email address and telephone number? •· Webpage URL •· Have you sold the items or service the Government states they are interested in above, or very similar items to commercial entities? If so please give some examples of commercial customers •· What is your company name, CAGE Code, and DUNS number? •· Would you be supplying as a prime or sub-contractor? •· What NAICS code do you suggest for this acquisition? •· Is your company a small business for this NAICS Code? If your company is a small business, is it also a women owned business, small disadvantaged business, 8a business, HUB Zone business, service disabled veteran owned business, etc. •· If you are a small business, would your company provide products of its own manufacture or would it provide products manufactured by another small business? •· What is the lead time of the service? •· Discuss any concerns you may have with our requirement or how you would be able to provide the service •· Are there other NAICS codes which are more appropriate which you could suggest (541990, 336413, etc.)? If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing information. Final vendor Sources Sought responses are due by close of business 01/06/2017. The government does not intend to make an award on the basis of this Sources Sought or otherwise pay for the information solicited herein.
