- This is a sources sought notice issued by the U.S Agency for International Development, West Bank and Gaza Mission (USAID/WBG), Office of Acquisition and Assistance (OAA) and Office of Strategic Planning and Analysis (SPA). The purpose of this notice is to gauge interest from U.S. small businesses to design and implement utilization-driven, comprehensive performance measurement, planning, monitoring and evaluation (M&E), and provide technical guidance to the USAID/WBG Mission and its Implementing Partners (IPs) in order to fulfill its performance monitoring, evaluation, reporting, learning and information sharing as mandated in the Automated Directives System (ADS) and other Agency guidance. USAID/WBG seeks to determine the capabilities of U.S. small businesses under FAR 19.2. Interested organizations need to present their qualifications, experience and capabilities to implement the activities described under the following Statement of Work (SOW) summary: SUMMARY STATEMENT OF WORK (SOW) The Contractor will support a utilization‐driven comprehensive performance measurement, planning, monitoring and evaluation (M&E) system, and provide technical guidance to USAID/WBG and its implementing partners (IPs) to enable USAID/WBG to fulfill its performance monitoring, evaluation, reporting, and information-sharing obligations mandated in the Automated Directives System (ADS) and other Agency guidance. The Contractor will provide services in the following areas: Component A: Evaluation Services (40% LOE) The Contractor will provide a range of evaluation assistance for evaluations/assessments (requiring a mixture of low, medium and high level of effort needs), including: case studies, performance evaluation, impact (experimental and quasi‐experimental) evaluations, cross‐ sector evaluations, and other evaluation studies as identified. The evaluation approach will be consultative: USAID will prepare a detailed description of the work to be conducted in close coordination with the Contractor. The Contractor will propose the evaluation design that best meets USAID evaluation policy standards and principles, USAID/WBG needs, resource limitations, and complexity of the program. Methods, whether qualitative or quantitative, should generate the highest quality and most credible evidence that corresponds to the questions being asked, taking into consideration time, budget, and other practical considerations. The methodology should result in generating evaluation recommendations that are action‐oriented, practical and specific, with defined responsibility for the action. Component B: Surveys, Analyses and Assessments (25% LOE) B.1 Review or Establish Baselines and Targets, including Surveys and Studies Baseline data, including variables that correspond to key outcomes and impacts, will be collected using best practices methods and analyzed to establish a reference point. Significant attention is required to ensure that baseline data are collected early in the project lifespan, before any significant implementation has occurred. B.2 Assessments, Special Studies and Surveys Assessments, studies and surveys will be demand‐driven and will depend on the needs and requests of USAID/WBG Development Objectives (DO) teams or to address unforeseen needs due to current political, economic and regional challenges impacting WBG. The Contractor will provide this assistance to identify opportunities for Mission interventions to enhance sector performance. As needed by the mission and directed and guided by the M&E Contract COR, the Contractor will review any relevant USAID/WBG sector in order to inform Mission strategic planning, decision‐making, and project implementation. Specific details on the questions of interest will vary across assessments and will be provided in Terms of Reference prepared by the Mission for the Contractor. Component C: Performance Management Support Services (15% LOE) The WBG Mission uses M&E plans at the strategy, project and activity levels to measure progress toward achieving results. Working in close collaboration with the Mission’s SPA Office, the Contractor will support the Mission in performance management across the mission portfolio. This support includes identifying approaches to strengthen results measurement, support for the development of a strategy-level Performance Management Plan (PMP) and results framework (RF), and supporting the Mission in undertaking more systematic data and trends analysis and improving its ability to communicate results to different stakeholder groups Component D: Capacity Building and Learning Services (15% LOE) The Contractor will provide capacity building and learning support services to enhance the WBG Mission’s M&E, learning, and adaptive management capacities. The WBG Mission is committed to strengthening the integration of learning throughout its programming, which includes critical reflection on progress and challenges, active collaboration with stakeholders, and responsive feedback loops that incorporate performance information into decision-making and adaptive management. The provision of high quality capacity building and learning support services under this Contract will support the Mission’s evidence-based decision-making across its portfolio. Component E: Third Party Monitoring Services (5% LOE) The Contractor will provide on-the-ground monitoring, verification and reporting services for USG contracts, grants, and cooperative agreements in Gaza, as well as in the West Bank and the USAID funded conflict mitigation grants in Israel and East Jerusalem. The oversight, monitoring and reporting services provided under this contract will be independent and supplemental to that provided to USAID by implementing partners. All third party monitoring tasks will be done in close collaboration with USAID staff. CAPABILITY STATEMENT REQUIREMENTS Interested firms must demonstrate the experience and ability to perform the tasks described in this notice. The capability statement must include relevant examples of both governmental and commercial contracts the offeror has performed. Responses to this Sources Sought must include: 1. Statement describing the Organization’s qualifications, experience and capability to implement the SOW as described above. Please include one paragraph describing the organization’s ability to manage and perform the activities that require on the ground presence and/or connections with prospective eligible local entities. (1 page) 2. List of up to 10 past or current projects demonstrating relevant work experience in similar interventions listed in the SOW. (1 page) 3. A statement identifying the applicable small business designation in accordance with FAR 19.2 (1 page) Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization’s qualification to perform this work. This notice is not a Request for Proposals and in no way commits USAID to award a contract. USAID/WBG does not intend to award a contract based solely on a submission in response to this Sources Sought Notice, nor does it intend to pay for any costs incurred in response to this notice. Responses must not exceed four (4) pages including the cover page. Written capability statements must be received no later than Tuesday, January 9. 2017.
