- This is a synopsis only. No contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with this synopsis or any follow-up information requests. The 411th Contracting Support Brigade (CSB) Korea intends to solicit and award a five-year, Firm-Fixed-Price Multiple Award Blanket Purchase Agreement (MA BPA) for General Repair and Upgrade of Buildings and Exterior Site Work, Osan Air Base (Osan General Building). The MA BPA is for all labor, tools, materials, transportation, equipment, supplies, and other necessary resources to complete general repair and upgrade of buildings and exterior sites, to include paving and roofing. A specific Statement of Work and applicable drawings will be provided by the Requiring Activity at the time a project is identified. Award will be made the responsible offeror(s) submitting the lowest priced technically acceptable (LPTA), and complete offer(s) that satisfy all terms and conditions of the solicitation and who is determined to be responsible in accordance with FAR 9.104-1. The Government intends to make multiple awards at a number determined to be most advantageous to the Government. A solicitation will be posted to Federal Business Opportunities on or around January 2017 with an anticipated award date of 31 March 2017. Due to the qualified contractors in the local area who perform the type of construction work requested, Invited Contractor Status will not be provided. As a result, non-Korean companies can still compete and receive an award for any U.S. Appropriated Funds work, however, they are subject to the construction licensing standards of the ROK. The U.S. Government is the awarding authority for U.S. Appropriated funded contracts. For Logistics Cost Sharing (LCS) work funded by the Republic of Korea (ROK), the International Agreement requires the work to be performed by Korean companies. Contractors provide stock certificates and a Certified Copy of Register to validate that they are a Korean company with the final determination made by the ROK. ROK Ministry of National Defense is the awarding authority for LCS funded contracts. The Government is obligated only to the extent of authorized purchases actually made under the BPA. Ordering under the BPA will cease at the end of the five-year Period of Performance. Prospective offerors must be registered in the DoD System for Award Management (SAM) database (www.sam.gov) prior to award of a Government contract. Failure to register in SAM will result in the offeror being ineligible for award. Registration requires applicants to have a Duns and Bradstreet (DUNS) number. In order for a timely award, prospective offerors are encouraged to complete registration as soon as possible.
