- SBIRS Follow-on Sources Sought & RFI #2 This is a combined Sources Sought Synopsis and Request for Information. The Government encourages respondents to leverage analysis and work conducted in the responses to the previous SBIRS Follow-on AoA RFI dated 7 May 2014 and the SBIRS Follow-on RFI dated 3 May 2016 (Solicitation Number: SBIRSFO). The Space and Missile Systems Center, Remote Sensing Systems Directorate (SMC/RS), located at Los Angeles Air Force Base, California, is seeking sources capable of producing and delivering two Space Based Infrared System (SBIRS) Geosynchronous Earth Orbit (GEO) satellites, Space Vehicles 7&8 (SVs 7&8), for delivery by Fiscal Year (FY) 2025 and 2026. Lockheed Martin Space Systems Company (LMSSC) is the current prime contractor for SBIRS SVs 1 through 6. Based on current market research data, the Government has preliminarily found LMSSC to be the only source capable of meeting the Government's integrated SV requirements for the SBIRS Program of Record (PoR). As such, the Government anticipates soliciting and negotiating a sole source production contract for SVs 7&8 pursuant to 10 USC 2304(c), as implemented by FAR 6.302-1. Current market research preliminarily indicates multiple vendors are capable of providing a payload that meets the Government's requirements. Accordingly, the Government is seeking information on interested payload vendors' capabilities as part of a technology insertion opportunity. The Government is considering a Government-run competition for the payload in order to implement the technology insertion. The Government is seeking Statements of Capabilities (SOCs) in the form of a briefing from sources interested in: (1) performing as the prime contractor, lead integrator, and SV bus provider to build and deliver SVs 7&8 by FY 2025 and FY 2026, respectively, and/or (2) performing as a contractor to design, build, and deliver a payload that meets the Government's requirements. The Government is also seeking industry input on the new 2016 draft Capability Development Document (dCDD) requirements.
