DEPARTMENT OF VETERANS AFFAIRS Veterans Health Administration Service Area Office (SAO) Central Region 708 South 3rd Street, Suite 108E Minneapolis, MN 55415 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. 1. In accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research and Public Law 109-461, the Department of Veterans Affairs is conducting market research to ascertain if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns that are capable and willing to provide medical gasses to facilities located in Veteran Integrated Service Networks (VISN s) 9 and 10. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. 2. The Department of Veterans Affairs (VA) has a requirement for providing Medical Gases to VISN s 9 and 10. The gases to be supplied include, but are not limited to compressed Medical Air USP, Oxygen USP, Carbon Dioxide USP, Nitrogen NF, Nitrous Oxide USP, Helium USP, Liquid Nitrogen and specialty gas mixtures. The contractor would be required to provide all personnel, equipment, tools, materials, supervision, facilities, transportation, and other items and services necessary to perform this requirement. 3. The purpose of this notice is to determine interest and capability of potential qualified SDVOSB and VOSB concerns relative to the North American Industry Classification code (NAICS) 325120, Industrial Gas Manufacturing. The Small Business Size Standard is 1,000 Employees. The Small Business Administration (SBA) has issued a non-manufacturing waiver for NAICS code 325120. To make an appropriate acquisition decision for this requirement, the Government will use the response to this RFI. The type of solicitation to be issued and the manner of advertisement will also depend on the response to this RFI. To be considered a SDVOSB/VOSB concern offerors shall be registered and verified in www.vip.vetbiz.gov. 5. Responses to this RFI shall be sent via emailed to Brian.OBoyle@va.gov not later than 12:00 pm CT, January 5th, 2017. Please include VISN 9 and 10 Medical Gases in the subject line of all correspondence. Telephone inquiries will not be accepted. Questions received after the specified date and time will not be considered. Responses should include the following information: (a) Name, and address; (b) Business size; (c) DUNS Number; (d) Identification of any socioeconomic categories (i.e. SDVOSB, VOSB, 8a, etc.); (e) Capabilities; (f) Please indicate if your company can provide for the entire VISN(s) specified above; (g) Does your company currently have or had past experience providing gases include, but are not limited to Compressed Medical Air USP, Oxygen USP, Carbon Dioxide USP, Nitrogen NF, Nitrous Oxide USP, Helium USP, under NAICS 325120 to the Department of Veterans Affairs, other Government Agencies or large Medical Facilities? 1. If so, how many Medical Centers did you support concurrently within a single contract? 2. If your company does not have current or past experience providing medical gases to the Department of Veterans Affairs, please let relevant past experience providing medical gases. (h) Please describe your supply chain process. Is your company a manufacturer or a distributor? 1. If a distributor, who do you distribute from? Do you have an agreement/contract in place with the manufacturer? 2. Please describe your ability to distribute to the medical centers located in VISN 9 and 10. 3. If a distributor, how do you manage the invoicing and reconciliation process?
