Description
Notice of Intent to Award a Sole Source Procurement. USAID/Afghanistan intends to issue a sole source firm-fixed-price contract under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies of Services will Satisfy Agency Requirements, on or about February 2017 to Ernst & Young, UAE. The period of performance will be a base period of approximately eighteen months with an option period of up to six months and will be implemented entirely in Kabul, Afghanistan. USAID/Afghanistan has a critical need to provide a reliable Financial and Business Management services to a higher education university in Afghanistan by: a.Taking temporary control of the financial accounting and financial management for the University (Fiduciary Agent). b.Evaluating all aspects of the Chief Financial Officer's function as well as the financial management and operational accounting, developing and implementing a corrective action plan for deficiencies noted. c.Develop and implement detailed processes, procedures and management controls. d.Providing mentoring, training and leadership for the university staff to effect a transition of Financial Management back to the staff of the university. e.Provide monitoring of the processes, procedures and management controls after the transition of Financial Management responsibilities back to the university. After conclusion of a thorough market research, Ernst & Young UAE was the only capable and willing financial firm (i.e. with U.S. Certified Public Accountants and/or Canadian and British Chartered Accountants) to be in country to perform these tasks. The North American Industry Classification System (NAICS) code for this requirement is 541990. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within five calendar days of publication of this notice, shall be considered by USAID/Afghanistan. All responses must be submitted to the Government point of contact at the email address maburgos@usaid.gov. A determination by the Government to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
