Description
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to acquire engineering and technical services to design and construct motor-operated pilot valves (MOPVs) for use aboard US Navy ships. The MOPV is intended to replace the existing solenoid-operated pilot valves (SOPVs) which are installed in Aqueous Film Forming Foam (AFFF) and Washdown Counter Measure (WDCM) Systems. The MOPV will provide two control functions, as a 4-port master MOPV and a 3-port service MOPV. The 4-port master MOPV will be used to initiate AFFF concentrate flow and firemain flow for mixing and disbursement to AFFF systems aboard ship. The 3-port MOPV serves as the local disbursement valve for either firemain flow or the AFFF mixture. The MOPV specified herein shall be a 4-port valve with capability to function as a 3-port valve. This requirement will be competed amongst small businesses that comply with the specifications. The North American Industry Classification System (NAICS) Code is 332911; size standard 750. A firm-fixed price (FFP) indefinite-delivery, indefinite-quantity (IDIQ) type contract is anticipated to result from the solicitation. Interested Parties should refer to solicitation number N64498-17-R-5008. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance on or around 2 February 2017 at https://www.fbo.gov. Contractors must be registered in the System for Award Management (SAM.gov).
