Description

Class Justification & Approval (CJ&A) 14_24020 dated 25 August 2014 The Naval Air Systems Command (NAVAIR) awarded a sole source, Cost-Plus Fixed Fee (CPFF) contract to Northrop Grumman Systems Corporation - Aerospace Systems (NGC-AS), San Diego, CA for system and software engineering requirements to support the MQ-8 Fire Scout Unmanned Aircraft. The awarded contract includes such activities as configuration management, safety integration, software system integration and support, software design, qualification testing, and cyber security activities of the MQ-8 Fire Scout. This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort was solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 14_24020 dated 25 August 2014 (attached).
