Description: Combined Synopsis/Solicitation CAP TaskMate (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are hereby being requested and a written solicitation will not be issued. (ii) The solicitation number is H98210-17-T-0003 and the solicitation is issued as request for quote (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92 effective December 19, 2016. (iv) This requirement is being advertised as a total small business set-aside. The applicable NAICS code is 337214 and the small business size standard is 1000 Employees. (v) A list of contract line item numbers and items, quantities and units of measure, is as follows: 0001 TaskMate 6100 Height Adjustable Workstations, QTY 44 EACH (see SOW 4.1) 0002 Articulated Dual Monitors Arms (6912) for TaskMate Adjustable Work Station, QTY 40 EACH (see SOW 4.1) (vi) The Contractor shall provide the Computer/Electronics Accommodations Program (CAP) Office 44 TaskMate 6100 Height Adjustable Workstations and 40 Articulated Dual Monitor Arms (6912) for TaskMate 6100 Height as detailed above and in the attached Statement of Work (Attachment A). (vii) Delivery of the items shall occur no later than (NLT) 20 calendar days after date of contract award. Please see Statement of Work (Section 6.0) for place (s) of delivery. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Additionally, quotes shall include the offeror's Tax Identification Number (TIN), CAGE code, DUNS number, and business size. Proposed pricing shall be firm-fixed price (FFP). Discounted prices are encouraged and appreciated. This is an "all-or-nothing" requirement. Partial quotes will be deemed unresponsive and will not be evaluated. (ix) The provision at 52.212-2, Evaluation-Commercial Items is not applicable to this acquisition. Quotes will be evaluated and a contract awarded to the responsible offeror with the lowest price technically acceptable (LPTA) based on the requirement detailed in this RFQ and the bidder's ability to meet the Government-required delivery schedule. Description of Action: A firm fixed price contract is planned for this one time acquisition. FY17 Operating and Maintenance (O&M) funds are available. 5. Reason for Authority Cited: a. The Rehabilitation Act Amendments of 1973, as amended, Title VI - Employment Opportunities for Individuals with Disabilities requires assisting employers in understanding and meeting the requirements of the Americans with Disabilities Act of 1990 (42 U.S.C. 21101 et seq.) as the Act relates to employment of individuals with disabilities. These products are required by federal employees with dexterity-related disabilities which can be accommodated via alternating between standing and sitting during the workday, and being able to adjust their monitors throughout the workday. The TaskMate 6100 Height Adjustable Workstation and Articulated Dual Monitor Arms (6912) for TaskMate 6100 Height Adjustable Workstation products in this requirement are the only products that meet the specific ergonomic and technical requirements of each federal employee being accommodated. b. For each product, other brand name alternatives were evaluated: The TaskMate 6100 Height Adjustable Workstation was specifically requested by a CAP customer whose disabling condition will not allow them to sit for extended periods of time. The addition of the small document/phone holder, large document holder, and work surface allow the customer to keep most of their necessary work within reach while sitting and standing. The Dual Kangaroo Sit to Stand System is a comparable product. It is a unit that holds two monitors, it has a platform for a keyboard and mouse and allows the user to sit or stand while using the computer. It has 16.5 inches of height adjustability. The Dual Kangaroo does not have a flat and usable surface that can be used from a standing position like the TaskMate 6100 Height Adjustable Workstation. These are all requirements of this CAP customer, therefore the Dual Kangaroo system will not work for them. The Varidesk Pro Plus is another sit-to-stand workstation that can accommodate multiple monitors, as well as allowing the customer to stand throughout the day. However, the Varidesk Pro Plus does not have a keyboard tray that allows the customer to achieve an ergonomic typing position while sitting. For this reason, the Varidesk Pro Plus will not be an acceptable solution for these customers. The Ergotron Workfit-S Dual with Worksurface+ (33-349-200) is another similar product. This sit to stand solution has over 20 inches of height adjustability and the work surface can adjust separately from the keyboard tray. However, while this item is also designed to have the keyboard tray hang over the edge of the desk and is fixed in that position, the customer cannot adjust the keyboard tray as it is in a fixed position. The TaskMate 6100 Height Adjustable Workstation is the only item that will allow this CAP customer to perform their essential job functions in their work area by providing the required height adjustability, an adjustable keyboard tray that can be utilized when in a seated and standing positions, the capacity to holder larger, heavier or multiple monitors and the ability to manipulate the position of their monitors when the Articulated Dual Monitor Arms (6912) for TaskMate 6100 Height Adjustable Workstation are also used. The Articulated Dual Monitor Arm (6912) for TaskMate 6100 Height Adjustable Workstation is a monitor arm specifically designed to attach two monitors to a TaskMate 6100 Height Adjustable Workstation. The arm attaches to the monitors and then securely fastens itself to the Taskmate 6100 Height Adjustable Workstation to provide the necessary level of adjustability and security. It can control the tilt, pan, rotation and height of the monitors on the Taskmate 6100 Height Adjustable Workstation. The Workrite Poise PA2000 monitor arm is a comparable product; however, this item only has a 12 inch height range. The Varidesk Dual Monitor arm is another comparable product however; this is specifically designed to work with a Varidesk sit-to-stand workstation. The VuRyser 8800 Flat Screen Monitor Riser is another comparable product. Instead of mounting the monitor directly to an arm, it uses one inch stackable units to raise and lower the monitor to the desired level. However, this item does not allow additional articulation, tilt or pivot beyond what each monitor stand will allow. Additionally, the monitors simply sit on these units, so there isn't a great deal of stability when used with a sit to stand system that raises and lowers throughout the day. The Articulated Dual Monitor Arm (6912) for TaskMate 6100 Height Adjustable Workstation is the only product that has the required adjustability in height, pivot, and tilt and is compatible with a TaskMate 6100 Height Adjustable Workstation. c. Market research indicates that these specific products are the only ones that will meet each customer's individual needs taking into account disability condition and physical requirements of their workspace. 6. Effort to Obtain Competition: Competitive quotes will be sought directly from vendors from whom these products are available. These items were previously procured via Blanket Purchase Agreements (BPA), however, BPA's are not available at this time and the new solicitation of BPA's are in the process of being awarded. These cannot be procured via Government Purchase card; however, due to the number of items requested in this CAP order (#88575), the requirement has exceeded the micro-purchase threshold and now requires this to be acquired through other means. 7. Effort to remove barriers to/increase competition: For future requirements, the CAP office will conduct a thorough review of the marketplace to ensure that any/all barriers to competition are removed so that competition can be obtained to the maximum extent practicable. 8. Market Research: Research was conducted via the internet and direct contact with vendors for pricing information. Market research identified four small businesses that can fill this requirement, one of which holds a GSA schedule. 9. Other Factors: Executive Order 13164 requires all Federal agencies to establish procedures on handling requests for reasonable accommodation for civilian employees; to include wounded service members. The CAP office time frame for processing an approved request is not later than 30 business days from the date of the request. As a result delivery for this acquisition is not later than 20 days after the date of award. (End of Attachment B)
