- The Department of Veterans Affairs, National Cemetery Administration, intends to issue an Invitation for Bid (IFB) number VA786A-17-B-0022, A. BID ITEM 1, GENERAL CONSTRUCTION: Installation of all work shown on the plans and described in the specifications including but not limited to: Providing accessibility upgrades, new finishes, new HVAC, new point-of-use water heaters. B. BID ITEM 2 [ALTERNATE 3]: Remove Nine (9) existing exterior windows and replace with new wood windows. See AS101, AS201, AE203 and AF101 for details. ALTERNATE ADD ITEMS: C. ADD ITEM 3 [ALTERNATE 2]: Disconnect sewer lateral from (E) septic tank and connect to force main line. Work includes abandoning existing septic tank and connecting a 4 SS from the PIC down the West Portal Loop Drive to a new prepackaged grinder pump at Cabrillo Memorial Drive. From the grinder pump a new forced main will be provided in Cabrillo Memorial Drive north to connect into the Navy s existing sewer manhole. See CS101 and C101. D. ADD ITEM 4 [ALTERNATE 1]: Excavate and remove existing septic tank (in lieu of abandoning in place):1. Pump tank dry. 2. Cut and remove sod and at least (2) headstones. 3. Cut and remove concrete pavers. 4. Excavate 15' x 20' tank area plus additional area to be able to sling and remove tank. 5. Remove tank, haul to approved disposal site. 6. Backfill void (15 x 20' x 10' d plus allowance for working room) with approved material and compact to 90% (vegetated areas) 95% (paved areas). 7. Form and place colored concrete to match existing; score/stamp to match existing; 4 PCC/6 AB. 8. Re-set headstones; perform post-construction survey and photographing. 9. Place and compact topsoil. 10. Place sod; maintain during establishment period; warranty for VA s warranty period (1 year after acceptance; acceptable occurs after establishment period). 11. Leach line to be capped, not removed. A Single award will be made on Bid Item 1 and Bid Item 2 but in the event additional funds are available, then Add Item 3 [Alternate 2] will be added to the award. If additional funds are still available, then Add Item 4 [Alternate 1] will be added to the award. The solicitation will be issued on or before January 20, 2017. Unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications, and drawings will be posted on Federal Business Opportunities (www.fbo.gov). This solicitation is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. Firms must be registered in the System for Award Management database at www.sam.gov and have completed online certifications and representations prior to award; www.cpscontractor.nih.gov and www.vets100.vets.dol.gov. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. NAICS Code: 236220 Standard Size: $36.5 Million Project Magnitude: Between $500,000.00 and $1,000,000.00 Period of Performance: 200 Calendar Days after issuance of Notice to Proceed. The Contract Specialist will not be able to answer any questions to this notice until an IFB is issued. Once the IFB is issued, interested parties must submit questions in accordance with the instructions listed in the IFB. Questions will be answered through an amendment to the solicitation. All interested parties should register via Federal Business Opportunities Interested Vendors List. It is the responsibility of the offeror to obtain solicitation and amendment information from Federal Business Opportunities. All amendments to this solicitation must be acknowledged.
