Description
This is a Sources Sought Synopsis. The intent of this synopsis is for the U.S. Government to identify potential sources for three of the following construction projects that will be performed in Australia: 1. Construction of an approximately 38,000 square meter concrete aircraft parking apron expansion, Type III hydrant fuel pits, airfield lighting and supporting infrastructure (site preparation, utility work and storm drainage) located at the Royal Australian Air Force Base Darwin, Australia. The total estimated cost for this project is between $10,000,000 and $25,000,000 US dollars. 2. Construction of an Aircraft Maintenance Support Facility (AMSF) and supporting infrastructure (site improvements, utility work and pavement) located at the Royal Australian Air Force Base Darwin, Australia. The AMSF will be an approximately 550 square meter single story steel rigid frame structure with roof and wall panels, supported on conventional shallow concrete foundations. The total estimated cost for this project is between $1,000,000 and $5,000,000 US dollars. 3. Construction of an Electronic Equipment Building (EEB), Antenna Foundations for the Medium Satellite Earth Terminals, and supporting infrastructure (site preparation, utility work and supporting facilities) at the Australian Defense Signals Directorate (ADSD) base located near the town of Geraldton in Western Australia. The EEB will be concrete-framed with reinforced concrete or precast wall and roof components, supported on conventional shallow concrete foundations. The total estimated cost for this project is between $5,000,000 and $10,000,000 US dollars. Construction specifications will be prepared using U.S. standards. Australian standards not included or not referenced elsewhere in the specifications as being acceptable alternatives to U.S. standards may be submitted, with proof of equivalency, to the Contracting Officer for approval as acceptable alternatives. Prior to the use of such Australian standards, written approval by the Contracting Officer is required. These projects will be administrated by the Naval Facilities Engineering Command (NAVFAC) as U.S. construction contracts. U.S. building codes and all applicable U.S. acquisition regulations (i.e., FAR, DFARS, etc.) will apply, at a minimum, and a firm-fixed-price U.S. construction contract will be awarded. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurements. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holders list. After review of the responses to this synopsis, a pre-solicitation announcement will be published on the Federal Business Opportunities (FBO) website if the U.S. Government intends to proceed with the procurement of these services. The U.S. Government will evaluate responses based upon experience, past performance, financial and bonding capacity. Offerors having the capability to perform the work of either or both construction projects are invited to submit its qualifications, limited to 50 pages (8 x 11 , duplex), by 2:00 PM on 19 January 2017. Complete information must be submitted as the Government will not seek clarification of information provided. The Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. No debriefing will be provided on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.
