Description

Under Statutory Authority § 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with ELSEVIER, INC., 360 PARK AVENUE SOUTH RM 1100, NEW YORK, NY 10010-1710 for a service that provides eLearning online web based platform for Emergency Department Nurses that offers both a nursing orientation and a full triage process in a complete and comprehensive package. The program shall be endorsed by the Emergency Nurses Association (ENA) for emergency nurses. The program must provide standards for emergency nursing care and be accessible 24 hours a day. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 8.405-6.   The above authority is cited and justification made based on the determination that the Government s minimum needs can best be satisfied by services available from one source.   This notice of intent is not a request for competitive proposals.   Other persons may identify their interest and capability by responding to this requirement by January 13, 2017.   Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.   No solicitation documents are available and telephone requests will not be honored.
