- Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE 1. Solicitation Number: HHS-NIH-NIDA-SSSA-SBSS-17-144 2. Title: 5050 Small Molecule for screening library 3. Classification Code: 68 - Chemicals 4. NAICS Code: 541990 - All Other Professional, Scientific and Technical Services Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. Screening is often the starting point in our development and a wealth of knowledge is obtained from screening a diverse collection. It provides the starting point of all information for medicinal chemistry's structure-activity relationship (SAR) design to synthesize novel compounds that have more desirable properties. A diverse and novel screening collection provides the backbone of our operation and is imperative for translation sciences to obtain effective small molecules with on-target effects. These small molecules have been designed around analysis of available chemical and biological information, identification of key pathways modules/targets, computational and "wet biology" assessment of target druggability and potential binding domains. The resulting information is analyzed by synthetic and medicinal chemistry teams in order to bring new chemical diversity and to design unique scaffolds that are likely to interact with the designated targets yielding focused compound libraries. Having such small molecules will make a huge impact in our screening against the variety of targets that NCATS works on and will also help tremendously in bioinformatics analysis which will allow a more thorough and effective SAR expansion by the medicinal chemist. Purpose and Objectives: The purpose of this acquisition is to procure 5,050 small molecules to be included in our screening libraries. Adding diversity to chemical libraries is imperative to our operation, as we screen a variety of targets against these in-house collections. Project requirements: Vendor is responsible for providing the following: 1. The Contractor must be able to provide the NCATS DPI with 1 mg each of 1,400 and 2 x 1mg each of 3,650 small molecules 2. The Contractor must be able to provide small molecules that have been designed around analysis of available chemical and biological information, identification of key pathways modules/targets, computational and "wet biology" assessment of target druggability and potential binding domains. 3. Each small molecule must be guaranteed to have a purity of >85% that is to be confirmed by HPLC/ELSD or HPLC/UV or NMR 4. The contractor must confirm identity of all compounds by MS and/or NMR. 5. PLEASE NOTE: Molecules shall be provided to the NCATS in barcoded vials that shall be provided to the successful Contractor by the NCATS at time of award. 6. In addition to the molecules themselves, the Contractor must be able to provide the following electronic information for each required molecule: chemical structure, compound name, molecular weight, simplified molecular-input line-entry system (SMILES) or equivalent chemical structure information, accurate weight of amount of compound shipped. This information shall be provided via email referencing individual compound vial barcodes. 7. The contractor must provide for shipping and handling to send small molecules in the provided vials to the NCATS. Anticipated Contract Type: A firm fixed price purchase order within the Simplified Acquisition threshold is anticipated. Period of Performance/Delivery Requirements: This will be a one-time delivery within 4 weeks upon receipt of barcoded vials. NCATS is responsible for shipping barcoded vials to vendor within 2 weeks from anticipated award date of February 17, 2017. Capability Statement: Contractors that believe that they possess the ability to deliver on the required 5050 Small Molecules should submit documentation on their ability to meet each of the project requirements to the Contract Specialist. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement/information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. Interested organizations are required to identify their organization name, address, DUNS Number type of business (e.g. 8(a), HubZone, etc), applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government request that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted to Jermaine Duncan, Contract Specialist, via email at jermaine.duncan@nih.gov before the closing date and time of this announcement. All responses must be received by the specified due date and time in order to be considered.
