Description
The Naval Sea Systems Command (NAVSEA), PMS 320 Electric Ships Office, has a requirement for Next Generation Integrated Power Systems (NGIPS) Research and Development activities associated with the build, test, and delivery of a containerized pulse power unit for the electromagnetic railgun pulsed power system. This requirement was solicited competitively per Federal Acquisition Regulation (FAR) 6.102(d)(2) under Broad Agency Announcement (BAA) N00024-10-R-4215. BAE Systems Land & Armaments of 4800 E River Road Minneapolis, MN 55421 submitted a white paper against this BAA and was awarded contract N00024-12-C-4221 on 9 December 2011. The Navy intends to award a sole source contract modification to contract N00024-12-C-4221 to increase the level of effort on this contract to allow BAE to continue to support the design and development of the pulsed power systems slated to be completed in 2017. BAE will also support battery and container integration and testing efforts and provide the Navy Electromagnetic (EM) Gun Pulsed Power Integrated Product Team (IPT) with analysis, review, modeling, and designs for related pulsed power activities. Pursuant to 10 U.S.C. 2304 (c)(1), BAE is the only responsible source capable of fulfilling the Navy's requirements without causing significant delays on the electromagnetic railgun pulsed power system. The technical approaches proposed in an offerors white paper under the BAA are unique to each offeror and not based on performance specifications. Therefore, alternate sources for the proposed technology cannot be competed directly as there is no performance specification, technical data package, specifications, engineering descriptions, statement of work, or a purchase description suitable for full and open competition at this stage of the Research and Development process. The knowledge gained from the developments under this contract will inform the Navy's requirements for future systems should the technology demonstrations prove successful. The ultimate shipboard systems will be procured on a competitive basis. Therefore, the technological approach proposed by BAE is proprietary and contains intellectual property unique to this company and the Navy finds they are the only source capable of meeting the requirement without causing a significant delay. The anticipated period of performance for this level of effort increase is 31 December 2018. This synopsis is not a request for competitive proposals. It is a notice that outlines the Navy's intent to contract on a sole source basis with BAE. However, sources may identify their capability to respond to these requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and that an offeror has the technical capability to fulfill the work without causing a significant delay to the program. Responses must be submitted by email to Ms. Jessie Rehwoldt at jessie.rehwoldt@navy.mil no later than 2:00 pm EST, 21 January 2017. All information shall be furnished at no cost or obligation to the Government and shall be limited to no more than two (2) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
