- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS. The U.S. General Services Administration (GSA), Public Building Service (PBS), Design and Construction Division is conducting a market survey and is seeking qualified small business construction firms (including small disadvantage businesses such as Certified HubZone, 8(a), Service Disabled Veteran-Owned Small Business, and Women-Owned Small Business, etc.) to provide construction services for the Wallace F. Bennett Federal Building Modernization Construction Project located in Salt Lake City, UT. An award of the construction services contract is anticipated between August - September 2017. A notice to proceed is anticipated within 30 days of award. The estimated construction value is between $10,000,000 and $15,000,000. The estimated construction duration is approximately 15 months after the issuance of the notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220. The Small Business Size Standard is $33.5 million. SCOPE OF SERVICES: The General Services Administration (GSA) intends to modernize portions of the basement, 3rd, 5th, 6th, and 7th floors of the Wallace F. Bennett Federal Building to house the United States Forest Service (FS) and Farm Service Agency Aerial Photography Field Office (FSA APFO), who are currently located in a leased property in the Salt Lake City metropolitan area. The project site is within the existing 8 story above grade Wallace F. Bennett Federal Building located at 125 S. State Street, Salt Lake City, UT, prominently situated at the corner of South State Street and E 100 S Street. The 391,720 gross square foot property includes space for over 600 employees from 24 federal agencies. The building was originally constructed in 1965 with a major seismic upgrade which was completed in 2001. This building has been determined ineligible for nomination to the National Register of Historic Places. Consultation with the State Historic Preservation Office and GSA Center for Historic Buildings is not required as part of this project. The impetus for this project is to support GSA's mission to reduce government leased space and back-fill space in federal properties. This project's investment will construct new office space and data center for the US Department of Agriculture - Forest Service and Farm Service Agency, allowing them to relocate into the Wallace F. Bennett Federal Building (FB) from their current leased location. This project will construct new office space for USDA on floors 6 and 7, warm lit shell space on floor 5, joint use conference space on floors 2 and 5, USDA storage and computing space in the basement, and a renovation of the public restrooms on floors 5, 6, and 7. In total, this project will modernize approximately 100,000 sf of space within the existing federal building. This project's funding does not include agency relocation costs or purchase of FF&E. This project's schedule from construction contract award to substantial completion is approximately 15 months. Turn-over of specialized space, including the data center must occur within 12 months of construction contract award. Offerors capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. •1. Name, address, business size, and annual revenue for the past 3 years •2. Company status: 8(a), HUBZone, SDVOSB, large business, etc. •3. Affiliate information: parent company, joint venture partners, potential teaming partners. •4. A statement that confirms that your firm has the bonding capacity that would be required under this project. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-4) as stated above. All responses shall be submitted to Mara Wild, mara.wild@gsa.gov no later than 4:00 PM MST, January 23, 2017. Please reference "Wallace F. Bennett Modernization Construction Project Sources Sought" in any email response. The sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award. All interested parties will be required to respond separately to any solicitations posted as a result of the sources sought notice.
