- This is a Sources Sought Notice. It is not a solicitation or Request for Proposals. This notice is posted to identify potential sources to perform the services described below. Any proposals received in response to this notice will not be considered. Western Area Power Administration (WAPA), Rocky Mountain Region (RMR) is seeking qualified and experienced contractors interested in establishing a Firm-Fixed-Price/Indefinite-Delivery, Indefinite Quantity contract. WAPA RMR is requesting that interested contractors respond to this notice by providing the following information: (1) Company name, address, and point of contact, including POC's telephone number and e-mail address. (2) Type of business, (i.e., small, small disadvantaged, woman-owned, HUBZone, serviced-disabled veteran-owned small business, etc.) under North American Industry Classification System (NAICS) Code 115310 ( Support Activities for Forestry ), and DUNS Number. (3) The NAICS code under which your company usually performs the types of services described below. Provide description and rationale if other than NAICS 115310. MECHANIZED AND MANUAL TREE CLEARING AND VEGETATION MANAGEMENT SERVICES The overall objective of WAPA RMR's Integrated Vegetation Management Program (IVMP) is to aggressively manage WAPA's transmission facilities for the exclusion of incompatible vegetation and recruitment and retention of compatible vegetation with a fuels reduction objective. This is typically characterized by activities which establish and maintain stable, diverse plant communities comprised of native species exhibiting non-conflicting mature growth heights. These types of plant communities are compatible with transmission system operations, provide important ecological functions, and naturally discourage the re-growth of incompatible tall growth species. WAPA's approach is further directed at reducing the frequency and overall intensity of future treatments, which reduces undesirable environmental disturbance, while significantly reducing the risk of unintended power delivery interruptions. Three general categories of Vegetation Management Program Services are required: 1) Mechanical and hand vegetation community treatments (including herbicide application); 2) Rapid response danger tree management; and 3) Post treatment site evaluation and work accomplishment recording. Extensive mechanical and hand vegetation treatments will be required to establish and maintain compatible plant communities consistent with the RMR's overall IVMP objectives. Vegetation treatments may include extensive mechanical and hand vegetation treatments. Vegetation treatments may include, but are not limited to: hand or machine logging, skidding, forwarding, processing, decking, chipping, grinding, shredding, mowing, mulching, hand or machine piling, firewood blocking, stacking or chopping, clipping and pulling, and herbicide application, to enhance the successful operation and maintenance of WAPA's transmission lines, access routes, and other power facilities. Related work may also be required to achieve various fuel management objectives designed to enhance the wildfire survivability of WAPA facilities, or to meet other environmental or land management objectives. Work will typically be completed immediately adjacent to and underneath energized high-voltage electrical transmission lines. The contractor is responsible to furnish all administrative support, labor, supervision, supplies, materials, equipment, equipment maintenance/repair, and transportation required to safely and efficiently provide the required services. Services will be performed within a 5,000+ mile transmission system located throughout Colorado, Arizona, Nebraska, New Mexico, Montana, Utah, and Wyoming. Work will be performed at all times of the year and under all weather conditions. Work sites may be extremely remote, and/or in mountainous, rural, residential, agricultural, suburban, or commercially developed locations. A wide range of terrain and vegetation communities commonly found in the states listed above will be encountered. Work site access will range from easy vehicle and heavy equipment access to foot access only. Work will typically be performed under and around high-voltage energized transmission and distribution lines (voltages up to 500 kV) and energized transmission and distribution facilities. Assessment and monitoring will be performed by another contractor. Required personnel include: Field Superintendent/Crew Foreman with demonstrated previous experience and competency as a superintendent or foreman; demonstrated working knowledge of site assessment, hand, and mechanized utility forestry management practices; demonstrated knowledge of applicable OSHA safety standards. One of this person's primary responsibilities is to provide continuous oversight and supervision of all onsite work activities. Equipment operators licensed in accordance with applicable Federal and State laws and regulations, and experienced with the equipment they are operating. Because of the severity of the terrain typically encountered on WAPA's facility rights of way, operators of steep slope self-leveling equipment platforms and rubber tired feller/bunchers, masticators, chippers, and shredders must have experience equal to the complexity and scope of operating these types of forest industry equipment. Ground Personnel. Experienced sawyers/ground men as required for each masticator machine. These personnel also serve as overall safety spotters to assist the equipment operator in situations such as when critical working distances are tight or when sparks from equipment rock strikes may start a fire. Herbicide Applicators. Qualified Herbicide Applicator Certificate or License for the state in which the work is being performed.
