Description

The VA Pittsburgh Healthcare System (VAPHS) Acquisitions Office intends to negotiate on a sole-source basis with Beckman Coulter, Inc. for the procurement of an Aquios CL Flow Cytometer and as-needed procurement of reagents and consumables. This procurement is being conducted in accordance with FAR 8.405-6(a)(1)(b)(only 1 responsible source) because the Government believes that only Beckman Coulter can supply this unit/reagents and consumables and only this unit can provide the salient characteristics below including: load and go operation that automates sample preparation and reduces operator variability and increases safety; Completely closed, internal sample staining, including RBC lyse procedures; Small footprint; Built-in barcode reader; Can track all reagents, lot number, open and closed container expiration dates and tests remaining; Direct bidirectional LIS interface allowing test requests to be accessed by the system without the need for a PC and allows results to automatically be sent to the LIS; Must be able to pierce blood tubes and mix blood samples; Will only run two levels of whole blood control as part of daily QC; Instrument alignment beads and daily compensation controls; Capability to measure forward-scatter, side-scatter, electronic volume; Syringe mechanism for absolute counts without need for beads; Real-time specimen QC; Ability to report Dx results for CD45+/low-side scatter parameter percentage; Separation Quotient Index that indicates how well two different populations are separated; Automatic documentation of QC performance results of system specification check criteria, reagent lot; expiry dates, and reagent tracking prior to each specimen testing session; Automated gating with the capability of the user being able to review and edit the gating; This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 423450 small business size standard of 200 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than January 11, 12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with a sole source procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer. Please include your socioeconomic status (i.e., SDVOSB and DUNS numbers) in your responses.
