- THIS IS A SOURCES SOUGHT NOTICE: This is NOT a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Northern Arizona VA Health Care System (NAVAHCS) has a requirement. The intent of the procurement is to award a firm-fixed price contract. The Statement of Work (SOW) defines the effort required for the purchase and delivery. Features: NAVAHCS has a need to procure two pieces of equipment that are an essential part of our PIV Badge Program. STATEMENT OF WORK 1. SCHEDULE TITLE: FBO PIV Equipment 2. BACKGROUND: The replacement two key components of the PIV system. 3. SCOPE OF WORK: General Purpose: Is seeking a qualified vendor to provide the following brand name only listed items. Line Item 1. Personal Information Verification (PIV) Smart Card Encoder Printer Model: Fargo HDP5000 Dual-Sided Printing Encoder Manufacturer: HID Global Part #: 89689U Line Item 2. Finger Print Capture machine Model: LScan Guardian USB Scan Manufacturer: Cross Match Technologies Part #: 920108-US HSPD-12 establishes the concept of one process, one badge. A common badge improves security throughout VA by providing a single method of validating an identity for level of access to VA facilities and information technology systems by using a consistent and reliable issuance process built upon a chain of trust. Data stored on the PIV Card is encrypted with additional protection provided by a Personal Identification Number (PIN) chosen by the card holder. The PIN can only be accessed by a card reader, which makes it extremely difficult to duplicate or forge. Smart card chips include a variety of hardware and software capabilities that detect and react to tampering attempts and help counter possible attacks. Digital biometric data are encrypted in the card. The data are locked into the card by the issuing authority and cannot be modified by anyone other than the issuing authority. NORTHERN ARIZONA VA HEALTH CARE SYSTEM (NAVAHCS): VAMC: 500 North Highway 89, Prescott, AZ 86313-5001 The applicable NAICS code: 1. 334118/- Computer Terminal and Other Computer Peripheral Equipment Manufacturing and 2. 333316/ - Photographic and Photocopying Equipment Manufacturing. Small Business manufacturers for this NAICS code have a size standard is not applicable. The resulting contract shall be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes shall be issued in January 2017. Award of a firm fixed price contract is contemplated by February 2017. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding via email to this sources sought request shall submit the following information at a minimum: Company name, address, point of contact, phone number. DUNS number and company social-economic status. Lead time on delivery ETA Can your firm provide all the equipment or just partial? (If partial, which line item?) Intentions of subcontracting program to include set-asides If SDVOSB or VOSB, proof of registration in the VA Vet Biz websites or intention of registration prior to submission of offers to a solicitation Any other pertinent company documentation. The response date to this Sources Sought notice is January 13th, 2017 at 12:00 pm EST time. Electronic submissions are preferred via email address of: dena.hallaren@va.gov. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate.
