- Draft Performance Work Statement The purpose of this notice is to synopsize the Lebanon Up Armored Non-Tactical Vehicle (NTV) Leasing and Maintenance requirement in accordance with Federal Acquisition Regulation 5.207. Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for Up Armored Non-Tactical Vehicle (NTV) Leasing and Maintenance to support Special Operations Command Central Forward Lebanon (SF-L) for use throughout the country of Lebanon. It is estimated that the Request for Proposal, W52P1J-17-R-0060, will be issued on or about 1 February 2017 and closing on or about 15 February 2017. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. ACC-RI intends to conduct a full and open, Lowest Price Technically Acceptable best value competition to award a single Indefinite Delivery Indefinite Quantity Firm Fixed Price contract with a non-fee bearing Contract Line Item Number for damages. The period of performance is anticipated to be one base year plus four one year evaluated option periods, and will include Federal Acquisition Regulation clause 52.217-8, Option to Extend Services. The technical evaluation shall contain three parts to determine if an offeror is technically acceptable. The first part is logistical ability to be at full operating capacity on 1 April 2017. Secondly, the offeror must have an adequate quality control plan. Lastly, an offeror must submit a technically acceptable maintenance plan to include scheduled and unscheduled maintenance including recovery and replacement of immobile vehicles. The successful offeror for this acquisition will be required to support SF-L with leasing and maintenance of their fleet of Up Armored NTVs. The requirement includes both scheduled and unscheduled maintenance, as well recovery and replacement of any disabled vehicle. ACC-RI intends to award an initial task order of 26 NTVs. This includes two full size sedans, two mid-size SUVs, 13 full-size SUVs, one extended full-size SUV, three 4x4 crew cab pickup trucks, and five 4x2 crew cab pickup trucks. The Government may require additional orders of no more than five vehicles within 30 days of notification. A sources sought announcement was issued on 8 December 2016, seeking interest from industry, prior to release of a potential solicitation. The sources sought announcement included a draft Performance Work Statement. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice. Interested parties shall be registered in the System for Award Management prior to submitting a proposal.
