- The United States Army Installation Management Command, Europe Region is conducting market research to identify qualified sources interested in, and capable of providing armed guard services on all U.S. Army installations (kasernes) throughout Germany. The U.S. Government is interested in knowing to what extent your firm would be capable of providing the services mentioned below. The findings from this Market Research effort may impact future solicitations related to this requirement. This sources sought is not a solicitation or Request for Proposal as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. The Government may use the information provided to develop a comprehensive acquisition strategy and solicitation. The anticipated award is an indefinite delivery-type, non-personal services contract, providing and supervising uniformed armed security guards. The anticipated contract term is a one-year base period with four one-year option periods projected to begin in FY19. The armed security guards will be responsible for performing the following functions associated with the protection of U.S. Government installations, materials, property, and personnel: static access control, roving patrols (both foot and motorized), inspecting large and small vehicles (some teams will be required to use intrusive detection equipment, others may use hand-held explosive detectors), intrusion detection alarm system/closed circuit television monitoring, pass and badge control, and explosive detection dog (EDD) teams. The supervisors, the motorized patrols, and the EDD teams must be able to move from one kaserne to another kaserne, · Each security guard and supervisor will require a certificate of successful completion of the standards in paragraph 34a of the German Industrie-und Handelskammer (IHK) security guard training/certification program. · The employees who will work under this contract must be capable of conversing in English and German to the degree that they understand oral and written communications and can express themselves in work matters (i.e. reporting emergencies, in person, by telephone/radio, in written reports). · The middle and upper level management staff shall have general proficiency in both English and German, able to communicate complex security and legal ideas and concepts to senior U.S. Government leaders, orally and in writing. · All EDD teams must certify with U.S. Government officials before assuming duties and will recertify annually. Security services will be provided at garrisons and kasernes across Germany. There are more than 100 posts [RMB1] (some operate 24 hours daily throughout the year, while others operate fewer hours per day, and/or fewer days per week). The U.S. Government may open new kasernes or close existing facilities, based on the direction from the Department of Defense. *****New update for Industry Day****** IMCOM-Europe, in conjunction with the 409th Contracting Support Brigade, will host an Industry Day event January 24 - 25, 2017 in Grafenwöhr, Germany. If a Company is interested in bidding on the contract, then they may send two representatives to the event to observe the conditions under which the firm would work. This will include a tour of the kaserne to see an example of an access control point, explosive detector dog kennels, and other facilities. We will also provide the representatives an opportunity to ask questions (both in an open forum and in one-on-one sessions) to further their understanding of the contract’ s requirements. All participants will be required to provide the following information to no later than *****January 18, 2017*****: Company name & address first and last names, nationality, date of birth, passport or ausweis number. We shall provide bus transportation for all participants from Neue Amberger Strasse 109, 92655 Grafenwöhr to the kaserne. A schedule will be provided upon request. The participants may purchase lunch on the kaserne each day. ******* *******
