Description

The NAVSUP Weapon System Support plans to award a two year base with three, one year option periods for the repair Flight Control Surfaces used on the F-18 E/F and/or EA-18G aircraft. Repair Requirements Long Term Contract (LTC) will support the repair of 22 line components, which have been uploaded with this synopsis as an Attachment A. The Boeing Company (OPXV4), St. Louis, MO, is the Original Equipment Manufacturer (OEM) and the only known source to possess full repair capability. Complete data, drawings and the rights to the same are not available from the Government. Therefore, this item is sole source to the Boeing Company (OPXV4). Even though this item is sole source to the Boeing Company (OPXV4), all responsible sources may submit a capability statement, proposal or quotation, shall be considered by the agency. The following are the top five high dollar value items for repair: Boeing (OPXV4) HORIZONTAL STAB, P/N: 74A211001-1025, NSN 1560-01-618-3519; Boeing (OPXV4) LH IWP, P/N: 74A122002-1026, NSN 1560-01-625-2786; Boeing (OPXV4) LH TEF, P/N 74A182004-1019, NSN 1560-01-591-9728; Boeing (OPXV4) LH INNER WING, P/N: 74A110002-1047, NSN 1560-01-472-2553; Boeing (OPXV4) RH INNER WING, P/N: 74A110002-1048, NSN 1560-01-472-2558; Boeing (OPXV4) LH INNER WING, P/N: 137586-01, NSN 1560-01-631-7374; Boeing (OPXV4) RH INNER WING, P/N 137586-02, NSN 1560-01-631-7375. The spare repairable assemblies to be repaired and/or modified under this agreement are set forth by manufacturers part number and constitute Government Property as defined in FAR clause 52.245-1 Government Property or 52.245-1 Alternate I, as applicable. For a complete list of items to be repaired, please see the attached list. For any questions concerning this notice, contact the PCO, Susan Stein at (215) 697-6511. The subject items require Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair via full and open competition. Only the source previously approved by the Government for repair of these items will be solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP Source Approval Information Brochure for Repair. This brochure identifies technical data required to be submitted based on your companys experience in repair of the same or similar items. This brochure can be obtained at: https://www.neco.navy.mil/sar.aspx. If your request for source approval is currently being evaluated at NAVSUP, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of the subject requirement may continue based on Fleet support needs.
