- Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) intends to award a sole source, firm fixed price, contract for chaplain services in support of the VA Central California Health Care System (VACCHCS) to Stephen M. Mounts, 32143 Frazier Road, Auberry, CA 93602. The proposed contract award will be for a base year and two (2) 1-year option periods. Authority: FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Additionally, this acquisition shall follow the procedures under FAR Part 13.5 (Simplified Acquisition Procedures). Estimated Period of Performance: Base Year: April 1, 2017 March 31, 2018 Option Year 1: April 1, 2018 March 31, 2019 Option Year 2: April 1, 2019 March 31, 2020 NAICS: 813110/Size Standard: $7.5M Requirement is for an individual to provide Chaplain services to include, conducting worship on Sundays when needed, minster to the spiritual needs of the VA patient population, provide for the Sacramental needs of the various Protestant represented within the VA, assist in inter-faith services, provide proper documentation for events/interventions and, provide any other chaplain/ministerial duties assigned to him/her by VA's lead Chaplain. Daily work hours will depend on when services will be needed for the day. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm or individual that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Responses are due by January 20, 2017, 1:00PM (PST). Responses shall be submitted via e-mail to jet.flores@va.gov. Telephone requests or inquires will not be accepted.
