- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for 1,500 Emergency Reference Desktop Guides, 1,500 Wall Mounting Hooks, and 2 versions of the My-EOP Mobile Application. The products provided by Guest Communication Corporation will be to provide Emergency Reference Desktop Guides, Wall Mounting Hooks and 2 versions of the mobile application, My-EOP. The NAICS code is 511199 and the business size is 500 employees. The proposed purchase order is being solicited on a sole-source basis to Guest Communication Corporation. The proposed action is for Emergency Reference Desktop Guides, Wall Mounting Hooks and 2 versions of the Mobile Application, My-EOP, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: The flip-book design that the Emergency Reference Desktop Guides will use is a registered trademark of Guest Communication Corporation (GCC) and was issued in 1998 by the U.S. Patent and Trademark Office. GCC has already developed an interactive mobile application for three different operating systems that can be customized to fit the needs of NSWCCD with simply an initial set up fee. GCC is the only company that has the capabilities and the knowledge to produce the Emergency Reference Desktop Guides to our specifications as well as provide an interactive mobile application to compliment the Desktop Guides. The NSWCCD intends to award a firm fixed-price purchase order to Guest Communication Corporation using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 26 January 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 01/26/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
