Description
This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The US Army Corps of Engineers, Savannah District is issuing this Sources Sought announcement for the repair of the Eddy Bridge at Fort Benning, GA to determine interest, availability and capability of business to perform the work as described below. Magnitude of the project: Between $1,000,000 and $5,000,000 Period of Performance: 420 days after the issuance of Notice to Proceed (NTP) Method of Procurement: Lowest price Technically Acceptable (LPTA) 2 Technical Factors: 1. Corporate Relevant Specialized Experience, 2. Past Performance PN: FD-00217-1J, Repair Eddy Bridge, Chattahoochee County, Fort Benning, GA The Scope of Work (SOW) for this project includes providing construction services including furnishing personnel, transportation, mobilization/demobilization, equipment, and materials required in connection with repairing Eddy Bridge in Chattahoochee County at Fort Benning, GA. The Government expects a single firm fixed-priced contract award for this requirement. Design-bid-build Repair of Eddy Bridge at Fort Benning, GA. Eddy Bridge spans the Chattahoochee River between Georgia and Alabama with Fort Benning property on both sides of the river. The bridge is a 1,000 foot long, two lane bridge with light traffic. Work includes replacing curbs and handrails, partial deck replacement along curbs, repaving approaches and replacing guardrails, patching spalling of concrete abutments and piers, repair and repainting of steel superstructure and substructure, lead based paint abatement, replacing bridge joint systems, roadway striping, and signage. Work requires maintaining one lane open at all times to enable alternating controlled one way traffic. Likely to involve work from the river to be determined by the contractor's means and methods. Work will be performed on the Eddy Bridge in Chattahoochee County at Fort Benning, GA. Options may be included to include the cleaning and re-painting of the under bridge superstructure and substructure. All interested firms with 237310 as an approved NAICS code have until 27 January 2017 at 1600 hrs EST to submit the following information: - Name & Address of your Firm - Point of Contact (name/phone/email) - DUNS - Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. [If an 8(a) Small Business, your firm must have an office in Region IV (GA, AL, NC, TN, MS, FL, KY, SC)] The Government must be able to verify SBA certification of HUBZone, 8(a) and SDB via SAM. - Bonding capability-both single and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity. - Project information sheets providing evidence of capabilities to perform comparable work on two (2) and no more than (5) recent projects. Projects submitted should be no more than five (5) years old have a value of at least $2M. Include the project name and description of the key/salient features of the project, completion date, total value and your company's level of involvement in the project, i.e. subcontractor (type), prime, specific role etc. Additionally, if you were teaming with another firm, clearly identify your role on the project(s) submitted. Please provide at least one point of contact (with email address and phone number) for project validation. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level of experience. - Information on Teaming Arrangement (if applicable). Although we are not looking for formal signed agreements at this time, if you intend to quote mark team quote mark with another firm, formally or informally, you must submit information, not more than one (1) page, about your team's involvement. More specifically, you must submit sufficient information for the government to determine the roles each team member will play and what your socioeconomic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a small business and you intend to mentor/protege and/or JV with a large business both team members must sign agreeing that 51% of the profits and managerial function will go to and be performed by the small business. Likewise, if you are an 8(a) firm intending to mentor/protege and/or JV with a large business both team members must sign agreeing that 40% of the labor will be performed by the 8 (a) firm. Additionally, if the team is a mentor/protege arrangement, identify the areas that will be mentored. Any supporting documentation that confirms your socio-economic status as a team should be provided. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level of experience. The requested information shall be submitted via the AMRDEC SAFE website at: https://safe.amrdec.army.mil/SAFE/. At the AMRDEC SAFE website select the link: I do not have a CAC or this machine is not configured to read my CAC and I would like to access SAFE as a Guest User, to register, access the site and submit the requested information. [Note: It has been reported that documents are more quickly uploaded into the AMRDEC SAFE website when using a Firefox web browser. The Government cannot verify that this is true and offers no guarantee that Offerors will have more success utilizing any particular browser.] When the requested information is submitted via the AMRDEC SAFE website, the website will provide notification of the submittal to the Government recipients. When completing the information for transmittal at the AMRDEC SAFE website, you will be required to enter email addresses for the recipients. For this sources sought posting, the recipients will be the Contracting Officer and Contract Specialist. The Contract Specialist for this project is Mr. LarryLamar Courtney, whose email address is larrylamar.courtney@usace.army.mil. The Contracting Officer for this project is Mr. Chad Arnett, whose email address is chad.a.arnett@usace.army.mil. These email addresses are the ones you will enter as recipients. In addition, after uploading your documents, you will be required to verify your email address before AMRDEC will send notification to the Government recipients. This is a very important step - even if you successfully upload the requested information to AMRDEC SAFE, notification will not be sent to the Government until you verify your email address, which may result in the requested information not getting to the intended recipients. Follow the instructions on the AMRDEC website and confirmation emails you receive from AMRDEC.
