Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, with Eckert and Ziegler of Valencia, CA under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation(FAR) Part 13 for the procurement of a radioactive calibration sources and standards consisting of various concentrations of a mixed gamma, alpha, and beta emitting radionuclides The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure the required services under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). The proposed acquisition of radioactive calibration sources is required with specific designs needed to perform measurements for the Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO). NIST is working together with DNDO to perform specific measurements using different types of radiation detection systems that requires the use of specific source geometries and activities. These radioactive sources are going to be used in a multi-year project. This project requires NIST traceable sources. These sources will be used to characterize radiation detection instrument response functions for different types of instruments used for homeland security applications. For traceability and reproducibility requirements, and to ensure the data between the previous sources obtain from Eckert and Zeigler, are not compromised, the new radioactive sources must be obtained from Eckert and Zeigler. Only Eckert and Zeigler have the unique capabilities of providing the identical types of sources as required to ensure full compatibility, traceability, and reproducibility for accurate data. Eckert and Zeigler is the sole source provider for the required and is the only vendor able to provide the sources that meets the Government's minimum requirements which makes them uniquely qualified. The North American Industry Classification System for this acquisition is 334516 with a size standard of 1,000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by January 23, 2017 will be considered by the Government.
